Um, I don't have a whole lot for the

board today. I would like to uh announce

that although it isn't official I don't

think the uh public announcement has

been made just yet, but we received

$300,000

from the capital budget for our uh trail

extension project. essing not full

amount but certainly a substantial

amount. So um and uh later today before

we finish I would like to go to the

executive session on the sale of soc

property. So um but with that said um I

did ask Dennis to join us today. Um and

it looks like Tom and Christy have

joined us as well. Um just going over

how Summerford Kanan and potentially

Darby Township will be will be uh

completing their reszoning processes

um from now. So with that said, Dennis,

I'm going to ask you to take over and

put some flowcharts together um to make

things a little bit easier to

understand. So,

time to speak a little bit.

Uh unfortunately we had a couple

situations where Kanan Summerrford had

some lot splits and it seemed like the

the township and us didn't know what the

process is. Uh there was no discussion

before. So I made a couple flowcharts.

Uh the first one you can see is Madison

County

and it shows our process. So this is how

you know if somebody come in conditional

use or variance they submit an

application go sub review board zone

appeals and then there's approval and so

it's like that all our process as you

see that's for townships that currently

are using uh county settings

>> correct they're using county zoning but

when it comes to reszoning only some has

a process so when Kanan and Derby decide

on doing their home. We have no idea

what's the next step. And as you know,

when we had that meeting, he looked like

fools cuz we didn't know. And and I

think it's a good idea that we should

have some kind of written process

because it would help uh Kanan a whole

lot uh when West Jefferson's is doing

their process. So when somebody's doing

a lot split, they know that automatic

the subdivision review board. Then it

goes back to whatever board they have.

the boards on appeals or you guess

>> we have board zoning appeals and zoning

commission.

>> So it would end up with them but there

will be be a process of communication so

we both know that they've been suited

on. We have one but we have a couple

projects that been in for how long

December and we have no decision what to

do because we don't have a process. So

when Kanan when this went to the ballot

and and the voters decided to use

township zoning, I don't think Cayman

thought through the whole thing of what

was going to need to be put into place.

So I talked to Chad Pington uh township

trustee and it it seems like it was just

a simple oversight on their part. So,

we're kind of getting getting everybody

together that's involved in one way or

another in the process to kind of go

through it and then probably kick it

over to Tom and and you know, let them

deal with Kanan Township and eventually

Derby Township if it comes to that. So,

just a little little bit of background

how we how we got to where we are.

>> Yes. So um happened to go through a lot

of our old paperwork and I found this

old summer I guess I don't know

agreement but is a process. So on your

other flowchart, it's summer birth.

There's two separate types. Doesn't

they're the same thing. They just look

one looked more prettier, a little more

bigger than the other. That's the only

difference. Um but this is this is

exactly the process that I guess back in

2002 that was some kind of agreement

obviously

um of how we're going to do the reszone

process, but we need something when they

do lot splits. I mean what happens if

they reszone it to something else with

the zoning amendment? What's the process

then? So, uh, I would like to have some

kind of process, you know, hopefully

with, uh, Nick or Tom, um, from Kanan to

talk, the legal aspect of it, and then

we can all have some kind of process

where we can feel comfortable with and

get things done cuz nobody needs to be

sitting around for 6 months waiting for

a decision on what we're going to do.

>> So this procedure was put in place in 20

in 2002

by summer forward or is it in

conjunction with the county or

>> well it assumed like summer had made a

made typed this up. I'm assuming Madison

County is part of this. I was here in

2002 so this was the original paperwork

that came through. I just happened to

find it because of this what just

happened. So I'm like there have to be

some kind of process.

>> The change coincides

major amendment to count

some

for as long as I can

follow

their zoning has the county

zoning ordinance. So it was a pretty

simplistic

uh process but for some updates to the

parents

starting some other things that

>> but but Kayan and potentially Darby

Township

you know following if if we say hey this

looks like a pretty good process take a

look at this but eventually or not

eventually

probably right now they need to form

their own um

their own boards, their own

discuss whether or not they could use

regional zoning or or regional planning

board which they probably can. Um but

then they will need to form during

mission and potentially BCA as well and

you know John correct me if I'm wrong

but you know I don't know if they were

aware of that and when

>> yeah so I think the poor zoning fields

need the zoning also

>> yeah but then would they go back to

their trustees or would they have to

come here if it's reson

Yeah, I would think they would have to

go to their trustees for Tom's hand up

back there. So Tom, if you have

>> So perspective when township formed

their resolution, they modeled it

heavily after Mass County resolution. So

part of me says whatever process you

used for and subdivision review

before Kion adopted it. My thought would

be it would be similar except the zoning

process will go to township and uh Ohio

township southern mission communicator

authority

um

Dar township code is very different from

the K township and Madison County so

they have a whole different I don't have

that with me today u but reszonings go

to zoning commission and the zoning

commission makes um for clarification

every zoning goes to the zoning

commission they have to have a public

hearing they also have to send it to the

county regional planning commission for

recommendation county regional planning

commission sends the recommendation back

to zoning commission if it's

uh they recommend approval

Um the zoning commission says intention

trustees. If the county submission not

submission regional planning commission

recommends modification or objection

then the zoning commission will

reconvene their recess period to

consider those recommendations.

Then it will go to the township trustees

and towns and trustees will approve

resigning

uh or deny it. They'll make a

modification and if they approve or

modify it ultimately it will become law

except

it won't become effective until 30 days

for so that's kind of how the township

zoning process works. Uh Kay Township

has a sewing commission

deals. Target Township has a zoning

commission uh who has been heavily

involved this year in coming up with a

zodium resolution. Uh the goal is to put

it on the ballot in November and if

approved it will become effective when

county board elections certifies it and

at that time the darn proceedings made

to appointed boards

and so that's kind of the way that works

from perspective.

>> Yeah. So did I hear correctly that Kaden

has their boards in place?

Okay. So

this process is accurate.

So, it sounds like we pretty much have

things ironed out now. Um, we just got

to make sure that when

the kickoffs happen that we follow

through subdivision review, regional

planning, then fix back to the township.

Township does all the things that they

need to do. Then it goes, you know, on

that part of the county plan that apply

to a township that has their

>> That's a good question and I actually

was going to bring that up because

Dennis and I talked about it in farmland

preservation whether or not they would

fall under farmland preservation and

kind of asking you, Nick, off the off

the cuff here, but you know, would that

be would that be applicable? Would those

CV use be applicable

to a township that's not following

county zone that is utilizing their own

zone?

Brian, did that kind of sum up a little

clarify the question? Yeah, I think the

the conditional

the concept of conditional use for

eliminating the parcel is foritional use

for building

I think that's I'm pretty sure that

comes from that comes from the comp

county

but with the township

the county compl

will apply.

>> They can utilize it.

>> But I don't think they're going to bound

by it.

How we've been doing it to continue that

>> how they track it or if we track it

>> that's

into that. Again, it's going to be up to

the to the tax. I mean, yeah, that's

that's their responsibilities now. So,

going back to the comp plan, they can

utilize having comp plan, but they would

have to establish their own comp plan.

I think it's mostly just for clarity and

you know,

>> I guess from administrative point, don't

we put it on the deed when they use

their conditional uses? So I think it's

kind of isn't that one of the challenges

when it now becomes a concept case. We

have expanded there's

done before we so we got to backtrack to

figure out how many are left and that's

what that's what Val is doing. She's

trying to backtrack trying to figure out

how many CUS are left in each one

because before then they were never on

the deed.

>> But I wasn't having them put it on their

deed in order for help everyone figure

out it was

>> there was a record but it wasn't it

wasn't on.

>> So the question

you know does Kan um or summer for I

mean can they do say hey we decided we

want to do 10

Is that a possibility?

>> It is. It would be their zoning code.

Govern and typically when you adopt the

zoning ordinance, you're also adopting a

maps.

>> Yes.

>> So they would have to

have to go back and decide

what they want to do.

They just want maybe they don't want to

use conditional use of all that. Maybe

they want to

restore

and if their if their code mirrors the

county code then it could be the same.

>> Yes,

>> it'll be the same. It'll be just at the

same time

and county code they can res but that's

just our way of not that responsibility

houses.

>> Yeah.

>> So in K Township

um another A real estate part system A1

containing 20 acres of more identified

as reported lot may apply for

conditional use for two dwelling houses

without requiring the rescue.

>> Yeah. So after the granting of two such

conditional use permits for that parcel

any additional subdivision shall

require.

Yeah that's what I suspect and I suspect

they were following county zoning on

that issue. Yeah.

And I think goal of AHS is part of that

transformation to maintain that and and

the goal at least in my mind in today's

meeting today's discussion is

establishing the roles and

responsibilities of each individual

entity. So as long as Kayan is squared

away and the countyy's squared away and

we have the flow chart in place and it

is correct that we can go back as a

guiding document. We should be good

moving forward. So then on that for

parsons in the township

you have to decide where you want to

start I guess on how many conditional

uses remaining on par

they see

they get two more

>> or does that carry it forward

>> well I mean at at the point where it

went from county to township Yeah, I

thought about that. Yeah.

>> Are they getting two new ones or carry

on?

>> Oh, I see what you're saying.

>> That's a great question.

>> Yeah, those are all things that Kaden

will need to establish, figure out,

establish, and codify.

>> I mean, that's asking that was in that

situation.

>> Yeah. There you say, I got two CUS under

county zoning.

>> Get two more. Get two more because of

the new zoning code.

But as a sub board, we don't answer that

question. They'll put their answer

recognized

for right now because silver has

recognizes

Madison County and

>> yeah, we would need I think we would

need guidance from

so we would subdivision people would

look

Yeah. So, we have another one coming

through almost like that. We got a

couple few of them coming through.

Looking at

the county regulation

came in. So it should be next week. So

we talk about that question.

>> Separate related issue. When we started

the comp comprehensive plan update, the

zoning hadn't broken off, I don't

believe, for either, right? Kane or

Derby yet.

>> So we've got the maps. So they they

didn't have their own zoning at the time

that when they started the process, but

now they do.

>> I think Kanan did

>> Kanan did her own.

>> I don't remember.

I think we we took Sunford and Kanan out

of the map if if I remember correctly.

So it's just wind up.

>> Kayen is working on the ladies plan

currently.

>> Yeah.

>> Okay. So are we going to take both of

them out? I mean so Darby and Kadan are

going to come in because we've got the

Derby map's pretty extensive. So

>> yeah, the thing with Derby is that it

hasn't passed on.

>> I see. So

>> Okay. So until then,

>> so right now Kada is using counties

uh latest plan.

>> Yeah. And they're working on their own

maybe a period where isn't included in

the county doesn't have their

Or would they be using ours until they

get their new one? But we adopt one that

doesn't have anything for

>> Yeah, we we adopt something that doesn't

>> anything in township township that's

adopted their plan.

>> Yeah. So we get to have ours until they

get through

previous version of you know the capital

>> Yeah that that's my thought that you

know when I say it's blank it's in the

current you know the upcoming plan but

we still have that data so we can just

send it to to Cayman Township that map

before we took it out and say hey this

is what we worked on with you as a

township when we were working on the

comp plan. feel free to adopt it or come

up with your own.

>> I'm not trying to get down into the

weeds. So I'm just trying to think about

potential hangups as we you know with

this some talk about it's going to come

up and we got to figure out just like

>> the process now we can email you maybe a

letter saying that

what subdivision review board

technically didn't like and then you

guys can take it from there

>> be very helpful but we can also start

using our online

That way they'll share. Get that set up

and put it in our

system.

>> Right now you can put them in there

anyways. You just attach it to the

address

>> and stuff.

>> Yeah. And then we do the same thing with

Derby when they come up and then now

summer we have a couple of summer coming

through

even though you know they're they're

divine lot and I don't really recognize

it because they're formally legal lots

but some refer their trustees okay it so

I got a letter from them so that's

something we can always upload into the

system so then it shows that even though

they don't meet our regulations some of

birds still likes it and I have a

letters from from the trustees saying

that they agreed with it. Now my hands

I'm done cuz I did what we had to do.

We just need a process so then we can

protect ourselves everything that goes

through and we're all on the same page.

>> Yeah. No, that's what I talking to Rod

last week about this issue. and I

discussed it quite a bit and yeah made

it clear that we wanted some sort of

flowchart just so people would know so

we avoid the you know somebody waiting

through the process for six seven eight

months that's not what we want uh so as

long as there's a flowchart and we know

how the application is to travel through

the various entities whether they be

county or township I think is is helpful

so I think this flowchart can do a lot

to help everyone understand how the

process is to work going forward We'll

just kind of add workflow.

everybody in so

everybody has a little better

understanding of where we're at, where

everybody needs to go. I like

Very good. So, you want to hear update?

Yeah.

Good morning.

Uh I just wanted to tell you guys a

couple minutes give an update. Um

about six months uh lots of acts only in

the last six months. Um so I through one

Columbus submitted quite a few economic

development site selection meetings

mostly for the Molly facility out in

Mount Flanding and not building and some

facilities out in Westch. So that's just

projects that come through the state or

the reable

sites to um locate in. So, usually they

just are looking for acorage or

utilities to make sure it has

infrastructure

um available for it or

if they're looking for a building trying

it was up to me to identify which

buildings kind of fit that and that

through the process. So, um done about

six or seven since the beginning of the

year which was pretty good um pace.

We have um about three ongoing

prospective lead conversations. Um one

of them is a spec building in Jefferson

Township. So it's you know speculative

development. It's they like to make it a

pretty generic box so that anything can

go in. So it could be housing

logistics. Um

it is easier for a developer to do that

if they don't have it in the feature.

proceed to do build a suit which is if a

developer or if a company wants to go in

but they don't want to build their own

facility.

You can have a company who knows what

they want and they build their own or

you have just a generic boss that a

company is a lot easier for them to move

into. Um so there's stuff building out

in Jefferson Township that's uh likely

going to be CPate. So, I'll be coming

back on more information on that. And

then additionally, there's a spec

building in West Jefferson. So, they're

going through the West Jefferson um

village process. They're likely to see

that I don't know. Um as you know, we

had conversations with the AD on

potential expansion. So, that is um

still a challenge to to identify water

and sewer out that way. So,

um, but discussions are ongoing to try

to make it a viable option for them to

expand in Madison.

Um, business visits, I like to go out

and see existing industries, check in.

Sometimes I'll bring different partners.

it'll be workforce partners or um

or regional partners to ensure that you

know if business is going well if

there's any fluctuations

um supply chain issues. So I've spoken

with Molly before they um they're in the

process of closing down their facility

not certainly and relocating their

employees um

in Stanley in London and then Jefferson

industries. So, um, looking at a couple

more. One of the biggest things that

I've heard, a lot of those are

automotive related. And with Honda's

switch from EV back to combustion

engine, a lot of the companies put

substantial amount of investment in

those plans, retooling,

you know, at addition on their facility,

Jefferson Industries. They got an

expansion. They're finalizing their

expansion that they already moved a

couple years ago. Um, so it's a lot

millions of dollars that they're going

to have to just have sitting in

equipment in their facility not being

used. So I'm trying to support where we

can and connecting them with resources

to um sometimes that's like connecting

them to existing industries that may be

looking for additional suppliers. So the

Andel um defense contractor out um so

pretty take away um in the you know the

Rickbacher area if they're looking for

local suppliers it might be a good

opportunity for them to synergize with

existing supporters

make sure that that's if that's

something that companies are interested

in and it's good for sharing that

um other things that I have been working

on um did the annual incentive review

earlier in March

ongoing board management between the

boards board the CIC the land bank um

lot different jurisdictions

um

working with Ohio

and then also working as one

opportunities

um

That's a rundown and then also we work

on relationship building all the

different jurisdictions

schools every single so just trying to

get out there and meet everyone and

build that relationship

I sent a couple of events um from some

of our partners um Ber they're doing a

bio confidentiality

um update

there's a there's a law that was

recently changed and so they're going to

be going into what that means. Um that's

later today and then more has a couple

of different forms. One is a village

forum, one is committing strategies for

central Ohio. So I sent that out

yesterday to a lot of our um townships

and villages

um something that I am

going to be working on and put in front

of the commissioner soon um is a

formalized process to review abatements

for the different approving bodies. So

with the, you know, there's a project

out in the township, it's special in

Jefferson Township because there's an

intergovernmental agreement between the

board and the township to have the fire

district receive seven cents per square

footage in pilot. they have the proving

jurisdiction

by law for CRA and then depending on the

type of abatement the um tech needs

approval and also the school district

needs approval. So there's a lot of

different people and entities involved

in that process. So I um working on

getting a more formalized kind of

everyone at the table to discuss and

talk about if this project makes sense

um to get an abatement what the

considerations are um and then so we can

have a process moving forward going

through what that looks like.

Um then also next week you should have a

resolution for opportunity zone for

London. So, the opportunity zone is a

federal designation um that basically

allows for investors to receive a bonus

on capital gains um tax credit. So,

there's certain things that they have to

do. If they do these things, then it

allows for any capital gains in that

property to be reduced at a certain

rate. Because London is considered

rural, there's an extra bonus for that.

Um and then with there only being one in

Madison County would be in London.

There's a high chance of like that it

would be selected. Um so there will be a

resolution in front of you that pretty

much just hopefully um the board will

support the opportunity zone designation

through the state and federal process.

It's mostly just a federal tax game

thing. nothing other than saying, "Hey,

we think this would be a great area for

investors to invest in."

Lot thoughts, updates, and questions

>> for the opportunity zone. Are we limited

to one of those?

>> So, the opportunity zone uh through so

it was initially included in the tax

bill that the Trump administration

passed in 2017. It was approved on a

temporary basis just to see how the

program went and it was formally

permanently approved in the the youthful

bill to pass.

>> Um so

the way that it the legislation federal

legislation is written it goes off of

certain um poverty rates and medians.

So with that, there's only one and it

goes off the census track. So there's

only one census track in Madison County

that fits those grand. And then even

though there are in the country, you

know, thousands of census track that are

eligible, only 25% are going to be

designated through the federal process.

Just so, you know, not census track

wants additional investment. It makes

sense. And so it's just the list a

little bit shorter for investors to

identify tracks that are ready and right

for investment. Um so that's why there's

only one.

>> Yeah. So if London's the only one that

is eligible, what's the metric that

London picks that the others don't? Is

it population or is it

>> No, it's um I can

get back. I just was curious. Yeah, it's

the poverty

poverty rate and

>> yeah,

>> and then although they use census

tracks, um it's going to this process is

going to happen every 10 years. whenever

the census tracks this happening mid

year because of the reauthorization of

people. Um

so in you know 10 or in 2030 after the

census tracks are updated and all those

stats are updated there might be new or

different census tracks that are

eligible. Um, so it says that in that

specific census track in London, which

mostly covers the downtown area, it's

14.3%

of the people in other than that area in

poverty and then the percent of area

median income is 65% of the area median

income. So they just have to hit those

two markers.

Appreciate it.

>> Thank you for being with us. Y we're

very excited today to um present to you

our regional mobility plan for the 2026

to 2030 time frame. Um we have some

slides for you today. Um, I just wanted

to jump in with some background, some

general information on what our regional

mobility plan is.

Awesome. So, our regional mobility plan

is the coordinated transportation plan

for ODOT's human services transportation

coordination region 6, which Madison

County is a part of. Um the regional

mobility plan addresses those

transportation mobility needs and gaps

for older adults, individuals with

disabilities,

um individuals with lower incomes and

just overall the vulnerable populations

within the region six.

Um it is also a requirement that section

5310 applicants so that's um for federal

formula funding to enhance mobility of

older adults individuals with

disabilities um it's a requirement that

those applicants um identify one of the

goals as defined throughout the regional

mobility plan and then this plan that

we've been working on right now for this

new time frame is actually the second

iteration of the regional mobility plan.

The first one was adopted back in 2021

and that was um updated on an annual

basis. We submit annual status updates

to ODOT kind of addressing what our

regional and local goals are and where

we stand within the region, the work

that's been done, the progress on those

goals that get submitted to ODOT every

year. And then every 5 years we submit a

rewrite which is what we've been working

on now. And that plan is then adopted um

by each county within region 6. So

that's kind of where we're at right now

with the plan. And then on this next

slide,

this is just a quick snapshot of what

ODOT's human services transportation

coordination region 6 is. We are a nine

region county. The counties include in

included in region six are Delaware,

Fairfield, Fyat, Franklin, Licking,

Logan, Madison, Gaway, and Union

counties. And so our county or our

region I should say is really lucky in

that we have a mobility manager in each

county within region 6. Lindsy Sites is

the Madison County mobility manager.

Yeah.

>> Um,

Morpsy serves as kind of like the

container for all of the mobility

managers within region 6. We work with

each mobility manager to coordinate on

the regional mobility plan um to make

sure it's inclusive of our regional

goals and our local goals to kind of go

back to that central vision to make

mobility um better for everybody within

the region. Um, and then on this next

slide here,

a quick snapshot of what mobility

management looks like within region six.

Um, so the mobility management program

is a program run by ODOT. Each mobility

manager in each county works to

coordinate with the residents in the

county to provide transportation

services, increase awareness of

transportation services in their county,

building sustainable and healthy

communities by integrating

transportation planning programs. Um,

mobility managers also will field phone

calls to help kind of make connections

for residents on case based um,

scenarios and situations and such. So we

work with mobility managers to

coordinate on our goals to help improve

mobility for older adults with

disabilities and particular incomes. Um,

is there anything else you want to add

about the mobility management program?

>> Um, so the residents in the county, I

try to get my number out there so they

can call me if they have any issues with

the public transportation system that we

have here. um if they need assistance in

connecting with them or other

transportation options, I try to help

them out and navigate that for them. And

I also try to bring in other um

transportation options that's outside of

the public transit if they can't fulfill

that need. And in the past year and a

half that I or two years almost that

I've been here, um we were able to start

a volunteer driver program that helps to

fill the gaps in the hours that the

public transit can um provide

transportation. So, we're moving along

and trying to really help understand the

needs in the county and meet those needs

with the mobility management program

here.

Yeah.

And then, so I know I mentioned this

sort of at the beginning of the

presentation, but we have a set of

regional goals and strategies as well as

there's a set of county level goals and

strategies. The regional ones are

adopted by all of the counties within

region six and then each county has

their own kind of personalized goals and

strategies. um that's dependent on

what's what projects are happening in

the county and what their specifically

needs and goals are. So these next three

slides I have highlighting our regional

goals and strategies. I'll go through

them pretty quickly. Goal one is to

maintain and improve a level of service.

So that would look like maintaining the

current level of transportation services

across the region, researching,

pursuing, supporting, kind of

coordinating and spreading information

on what different um state and local

federal funding opportunities there are

within the region. Um and coordinating

and maintaining quarterly regional

transit coordination meetings. Those

regional transit coordination meetings

include any public or private

transportation service provider within

region 6 as well as all mobility

managers. Those meetings are utilized as

a way to kind of get everybody in the

room and to coordinate on different um

transportation or mobility related

issues that we're seeing across the

region and to kind of be a resource to

each other um troubleshoot those spread

information and coordinate in general to

kind of fill those gaps. And then next

slide, goal two is encouraged to

stakeholder and public support for

transit, supporting initiatives to build

strong stakeholder support for transit,

establishing, coordinating and

maintaining employer working groups and

educating stakeholders involved in

policy funding planning decisions on all

the different mobility and transport

needs across region six.

And then finally, goal three is to

improve improve awareness of

transportation options. such as

increasing the usage and awareness of

leg mobility app, evaluating and

improving Ohio mobility um as well as

developing regional programming and best

practices. And if you're not familiar

with the GoHigh Mobility app, that's a

tool um that began in Morpsy that we've

used. I like to kind of refer to it

almost as like a phone book of

transportation providers. residents are

able to go into the GoHigh Mobility app

and put in where they want to go, what

their transportation um accessibility

needs are. I believe you're able to put

in a price as well. Um but you put in

all of your information, where you're

starting, what your needs are, where you

want to go, and it will um give you a

list of the different transportation

providers in your region. And that's

something that we've been working on

over the last 5 years, working on

improving. And through this plan, we're

able to um fund that to continue

improving that now. Um it is used

regionally throughout region six. I

believe they're expanding that to

statewide as well. So, it's definitely

been ever improving over the last 5

years and um has more room for as well.

So, that's something we've been focusing

on. And then I'll hand it off to Liz to

kind of cover those.

>> Great. Thanks, Hannah. Good morning. My

name is Liz Webb. I am a principal

planner at the mid Ohio regional

planning commission. Uh so while the

regional goals will you know impact all

of this central Ohio region. uh want to

highlight what Madison County is

specifically focusing on. This process

was led by Lindsay with Morphe support

and then uh a lot of transportation

providers, social service agencies,

input of riders as well were taken into

consideration to figure out what are the

next five years, what are we going to

focus on trying to accomplish. So, uh

first goal here for Madison County is to

provide safe and reliable transportation

for older adults and people with

disabilities. This can be accomplished

by expanding and enhancing

transportation options and coordinating

transportation with local partners since

there are quite a few different groups

who provide transportation options and

trying to make trips seamless and

efficient for everybody. Second goal,

next slide please, uh is to improve

awareness and access to mobility

options. This aligns with that regional

goal for expanding Ohio mobility use. uh

we want to, you know, use this tool as a

resource so that residents in Madison

County can really find what they need

and then utilize Lindsay as a resource

too to help connect them to that

transportation option. Uh we'll also be

working on enhancing awareness of these

services, you know, through print,

digital, and in-person outreach. Uh

meeting people where they are so that

they know what's available to them. and

then engaging residents and stakeholders

in identifying transportation needs and

solutions through surveys, forums, and

other feedback channels so that as we,

you know, update this plan annually,

we're making sure that resident needs

and their input is, you know, the

priority with this plan. And the third

Madison County goal is to increase

affordable and accessible transportation

options. Uh a really big unmet need that

we hear across region 6 is it is very

hard to travel outside of your county

and if there is an option available it

is so expensive for everybody. So this

is a goal throughout every county in

this plan but it's to co coordinate with

other transportation providers to expand

out of county transportation options and

ident identify additional opportunities

to reduce the cost. Uh and this can be

done through local financial support,

new transportation providers and looking

at other federal funding and grants

which MORPs is happy to be a partner

with uh for the region and finding these

opportunities, providing application

support. Uh so next slide please. Uh

that covers the Madison County uh local

pools and then just to finally conclude

where we are. So, this has been about a

nine-month process to work on this

regional mobility plan rewrite. Uh,

throughout the fall and winter, Warpsy

worked with each mobility manager and

their local transportation advisory

committee to um identify unmet needs,

goals, and strategies to achieve those

goals. We've had a couple uh mobility

manager working groups throughout this

process, too, to make sure we're getting

mobility manager feedback and leadership

in this process. Uh we completed our

draft plan in late April and we had a

public comment period throughout the

month of May. We received about 10

comments or so from uh residents mostly

in support for the plan and just

emphasizing the need for uh coordinating

outofcount trips and uh increasing just

availability of services everywhere. So

now that we are in these summer months

uh we've submitted our final plan to

ODO.2 for their review. they've uh you

know provided concurrence on what's

provided and we are here today just to

provide an update to you uh seek your

you know feedback answer questions and

ultimately seek your adoption of this

plan. So that concludes our

presentation. Um there any questions or

>> in Madison County? How many people are

you working with for transportation and

>> Yeah. Yeah. So for Madison County, um

really you use Lindsay kind of in your

group as that resource. I'd say there's

how many you're asking how many people

use the transportation system. So on

average um monthly they have about 400

rides that they're providing and a lot

of it is workforce rides for residents

and the second highest is medical

rights. So, FA Madison, those are their

numbers. And then outside of that, the

senior center is also providing

transportation and our volunteer driver

program are they're also providing

separate transportation

>> quite a bit.

>> Yes.

>> But the 10 public comments you

mentioned, were those 10 in Madison

County or regionwide?

>> Regionwide.

I don't believe we received any specific

Madison County residents. We received a

lot of Franklin County residents. Uh,

but I think through our surveys that

we've done too, we can expand a lot of

the sentiment we heard to other

community transportation needs that were

elevated by Madison County residents.

>> How would folks be aware of that? Was it

social media distribution? Yeah, social

media distribution, um, our website, uh,

our new Morsy newsletters, and then

asking mobility managers to also spread

the word, uh, since they have a much

more like personal relationship with a

lot of residents.

back to Chicago.

>> Yeah, just to add um

uh so the regional mobility and mobility

manager groups, I mean they do a lot of

some of it's focused on like the

specific targets of of um individuals

usually they they're hard to reach

people and so part of it is the tools

are only as good as people know about

them. Um but also through our

relationship with Morcy and and um and

the women mobility manager, you know,

Madison County is a employee employer

hub and there's a lot of people that

come from outside of the community in

the county to work here. You know, we

have a lot of traveling from

Springfield. We have a lot of people

traveling for Columbus

people. So um although some of the work

that they do is focused on um

you know a non-employment targeted um

transportation it's something that can

be grown as we have more people coming

into the community

um and sometimes it's a they're central

hub right there's a lot of people in

west a lot of people in London and so

working with the um kind of

transportation network to go across

county lines that's That's a really

strong need and it takes a lot of

coordination and supports issues.

Sometimes mobility issues are not always

well known because people they only have

one car or their car breaks down. How

are they going to get

it's a hard issue for employers to face

because

their job is not to get people to work.

Their job is to have their business run

but it's hard to have their business

run.

So mobility is one of those kind of

quiet niche issues that needs to be

tackled in a lot of different ways. Um

and so appreciate all the work that

we're seeing um the mobility manager

programs try to tackle all those

different things.

Development Block Grant Program.

documents. obviously just pass on the

signing sheet. Um we're going to need

some authorizing legislation for you

guys to pass so that we can apply for

the grant. Um there's an

anti-displacement form that you guys

will have to sign. Uh an environmental

review certification form that you'll

sign. And then uh we have a planning

waiver form because we're going over the

limit of $20,000 the state puts on

planning. Um I've never seen them turn

that down for allocation. They always

encourage planning. They've never come

close to the cap, but they just have

that in their consolidated plan that we

have to apply for a waiver. So, um

yeah, we're just we got that in there.

That's kind of the only different thing

that we have compared to most years.

>> Um and I think it's a really good

project. Um and we'll get to it here as

I go through the three different

activities here

>> that we're looking at doing. So, grant

request is 188,000. uh admin and fair

housing is 37,600

and the project budget is 50,400.

Um so we're going to do the village of

South Soland. We got the sewer facility

improvements.

You'll see

there's two estimates from Verdantis

the smaller one 58,421.

Uh we're looking at doing a supernating

transfer line uh and lagoon line uh

liners in Paris. Um these repairs are

primarily to keep stuff from going into

well waste water from going into

Rattlesnake Creek. So uh definitely good

to make sure that we're not getting any

waste water into the water supply. Um so

that's what we're going to look at with

that. And then yeah, the their lagoon

liner on their wastewater treatment

plant has a lot of um you just holes in

it and rips and tears. So it just

received a lot of stuff over the years

where it's you know it was built in

2002. So it's it's about time for some

of these improvements to happen. So um

anyways, that's kind of what we're

looking at for allocation for that.

That also includes professional fees and

they've got to get an OPA permit for

that. Um, second activity here, you got

Midways Parks. Um, they've got a lot of

really neat little things that they want

to add to their park. Um, I know got

resident here that is very involved and,

um, you know, I think they're very tired

of a lot of the stuff that their current

playground has been around since I think

2001 or something like that. So, people

have been playing on the same stuff for

years. So, this will be nice to add in u

some new stuff. And then I believe we're

going to have something under warranty

as well, right? Is there going to be a

warranty repair as well?

So, um yeah, they'll add some fiber play

surfacing and um all that kind of stuff.

Some tables, one table, I guess, and

then um yeah, two benches. So, you know,

hopefully beef up their park a little

bit.

And uh then our final allocation

activity is the uh planning study in

Mount Sterling. So they're having some

issues with some drainage as you can see

on the map here and it goes under a lot

of houses. So they're trying to figure

out

where the culvert is kind of collapsing.

It was built put in in 1948. That's the

records that they could find. So they're

trying to kind of figure out where is

this going wrong and um you know how do

we look at fixing it and I think it'll

be a really good critical application

for us in the next couple of years but

they need to kind of figure out you know

where that issue is occurring at this

point. Um so yeah we've got an estimate

for $30,000 for a planning study uh that

I think will yield results for us for uh

a bigger grant in the future hopefully.

So that's all of the allocation and then

finally we have

our big one

the south solen wastewater treatment

plant. So um that's going to be our

critical application this year. Um see

there's a lot of different work that

we're trying to do at the facility. Um

they have one clarifier that's working

and one that is not working. So, um, if

that one that's working fails, they

would have no wastewater treatment in

the whole village, you know, back up

into people's, uh, you know, basements

and that kind of stuff. So, um,

definitely not a great situation. It's

it's good that it's not happened yet,

but, you know, it could happen any day,

you know. So, um, something that we're

trying to kind of push forward with so

that they don't have to deal with with

that issue uh, villagewide. Um, and then

the two pumps are original from when

that was put in in 2002.

Um, you know, there's some concrete

repair as well in there. Um,

trying to put in a line. I guess when uh

it was built, it was built so they could

put in it's called RA, which is uh

believe it's return activated sludge.

So, it's the sludge from the plant. They

built it to have a line in, but it never

had a line. So, it's going to be nice to

actually put a line in the plant uh to

move the sludge. Um

and then finally, which I think is going

to be the biggest thing for residents,

they're going to have that telemetry

interface and auto alarm dialer. Um

that's going to be really nice because

currently if there's an issue at the

plant, they have to rely on multiple

residents hearing the alarm go off. So,

that'll be really nice that it'll

automatically send it to village

officials and the plan operator if

there's an issue with the plan. Um, we

actually got a resident support letter

from one of the residents that, you

know, list goes by like I'm tired of

having to call people when it goes off

and, you know, what if they're out of

town or, you know, like I mean,

>> or what if they're new resident and they

don't know what that means, you know?

>> So, um, in any event, it'll be really

nice even though it's not the biggest

part of that cost estimate. um you know

that'll be really nice for the village.

So um and then yeah same thing we've got

professional fees from the engineer and

uh yeah it's

kind of where we are. Yeah. Appreciate

that should have been done. It was not

done in this case.

approval, which I did question him and

he basically said, "Well, I kind of

thought I was getting approval by the

discussions that I was having." I never

requests that I was required to handle

motion to strike a portion of the

commissioner from Shay's direct

testimony which I needed to respond to.

Neither of these are responsive tasks

were included in original budget items

or budget estimate notwithstanding my

intent to limit my time in this manner.

I only attended the hearing in Columbus

on the day in which Commissioner Brennan

Shay was cross-examining that was

mandatory.

>> Look, I get that there were things

outside the scope, but that doesn't

absolve him of needing to get further

approval from us. I get it. I understand

what he's saying that there was work

that came um as a result of this that he

did not anticipate. But with that being

said, that does not absolve him from

coming back to us and asking for

authority to exceed that $5,000 amount.

He goes on to say during my work with

Commissioner Shay on this matter, I

advised him that my time would exceed

the original original budget. I think

that is maybe in contrary to what

commissioner say

this that

if you want to call them and talk about

the bill you're the one that
