DELAWARE, Ohio — The Delaware County Board of Commissioners on Thursday unanimously approved a change order for the county dog shelter’s modular office project after contractors discovered the planned septic leachfield was not where originally mapped.

The board voted 3-0 on Resolution 26-407, authorizing change order No. 1 with 2K General Company Inc. for the Delaware County Dog Shelter Modular Office project. Facilities Director John Melvin told commissioners the change became necessary after the health department’s review revealed the leachfield was located adjacent to a trailer scheduled for demolition, forcing a relocation of the modular unit north and in front of the kennel.

Contractors also identified that the original foundation plan provided only 13 inches of crawl space clearance, requiring a redesign to allow proper access, Melvin said.

The board also approved Resolution 26-408 to transfer funds from material and swag accounts to purchase furniture for the new modular offices.

In other business, commissioners set a public hearing for June 22 on the 2026 Community Development Block Grant Annual Action Plan, with a public comment period running June 23 through July 22.

The board reappointed Glenn Evans and Howard Heelinger to the Northstar New Community Authority Board of Trustees and reappointed Gordon McDonald to the Delaware Morrow Mental Health and Recovery Services Board. Jesse Thompson was appointed to replace term-limited member Zachary Miller.

All resolutions passed 3-0.

Commissioner Barb Lewis reported attending a presentation on a new manufacturing facility that will be built in the Rickenbacker area of Pickaway County, calling it “a huge impact” for the region.

Commissioner Jeff Benton announced that the due date for second-half property tax bills has been postponed from July 10 to Aug. 17. The delay, he said, stems from House Bill 186, which requires the county auditor and treasurer to recalculate the CAP credit for each of the county’s approximately 90,000 parcels.

“It’s a big job,” Benton said. “A lot of software programming, reprogramming.”

Lewis also shared reflections on visiting Normandy for the anniversary of the D-Day Allied landings, describing the experience as humbling. “It just reminded me of the valor and how our men and women fought and gave all to save us,” she said.

Commissioners voted unanimously to enter executive session for consideration of pending litigation. No action was taken following the closed session.
