DELAWARE, Ohio – The Delaware County Board of Commissioners on Monday unanimously approved a $89,000 letter agreement with the U.S. Army Corps of Engineers to evaluate a proposed discharge into Alum Creek from the Alum Central Allen Creek treatment plant, marking a key step in the regional sewer district’s long-term expansion plan.

The board also authorized a $252,000 contract amendment for construction-phase services on the East Alen Creek pump station upgrade on Africa Road, a project officials said will serve growing demand in the area.

All 15 resolutions before the board passed 3-0 without dissent.

Commissioners approved the Army Corps agreement after Eric McPeek, deputy director of operations for the regional sewer district, said the agency will review the district’s environmental assessment and technical documentation. The evaluation is expected to take six to 12 months.

“This is an important step towards getting us to our ultimate goal,” said board President Jeff Benton. “I take as a positive the fact that we’re going through this step and we’ve gotten this far down the road.”

McPeek said construction on the East Alen Creek pump station upgrade is set to begin later this month, with the station expected to be operational in early 2027 and final closeout in spring.

In other business, the board awarded a contract to RNI Construction for a pre-cast replacement bridge on Dent Road over East Fork Rattlesnake Creek in Trenton Township, and approved a right-of-way acquisition agreement with Dunrobin Associates for widening Shanahan Road from two to three lanes with a left-turn lane from U.S. 23 to North Road.

Commissioners also approved subdivision plats for Berlin Farms West sections 8 and 9, totaling 53 lots, and Clark Shaw Crossing section 4, totaling 49 lots.

During the meeting, Lee Boddar provided an update on railroad crossing closures, noting that after county requests, Norfolk Southern postponed closures of Peachblow Road and Cheshire Road to minimize traffic disruption. Berlin Station Road was scheduled to close later Monday, with Curve Road possibly closing Tuesday. Boddar said Lewis Center Road should reopen by Wednesday or Thursday morning.

Commissioner Barb Lewis reported on the Farm Bureau policy breakfast, where farmers voiced concerns about the U.S. 23 bypass and development pressure. She also noted a well-attended township association dinner in RER Township.

The board canceled its session scheduled for Thursday, June 18, and adjourned into executive session for collective bargaining.
