You guys have a wonderful uh week. Sorry

I wasn't with you last week.

Did develop some great contacts and

information at our annual NACO

conference. Uh

Not much out of business for your

honorable board this morning. Other than

the sheriff's office did kick off our

junior

deputy academy this morning. There were

like 50 kids attending this year.

And uh

They were also one of our joint

operations yesterday. Our canine

uh unit came in as well along with

members of the Bureau of Investigation.

BCI came out there doing crime scene.

The kids are really loving it. Hopefully

it develops some interest in our youth

and uh

maybe some uh potential uh

employees as they as they go through and

and get some good people in our law

enforcement department. But other than

that, I mean anything your board this

morning unless uh

gentlemen have any for me.

>> I did price the helicopter. It was a wee

bit above our budget, I think.

And I think what you The good thing is

they are based out of Fort Worth.

They're made right here. And uh

Yeah, pretty damn close to over

1.2 million dollars.

But we did you make drugs? So the good

thing is our drone program if they

become obsolete or old, I did develop a

contract with a drone company right here

in Fort Worth and and that's always good

to have.

could afford it.

aware of that through you know, emails

and and communication and phone calls.

So, we'll pay

up to that $5,000 and then, you know,

basically see what he says and contest

or else. So, just wanted to make make

the board aware of that. Um the the

third thing I have on my list is a

request for

um the board to go into executive

session over the sale of surplus real

estate. This is for an information that

I obtained at about 6:00 this morning.

So,

I I did want to give uh some props,

kudos, or whatever you say these days to

uh Amy and Rhonda. They've got the

office running the best it's running in

nine t years. Streamlined, efficient.

It's, you know, it's great. Can't say

enough. Rhonda's been going through

bills that we've been paying that we

shouldn't be paying and has saved us

thousands of dollars by redirecting

those bills to the responsible

people that should have been paying this

bill. So since it's so streamlined and

nice, can we uh do we still need two

people?

How much did we contribute to that road

from the solar one? Was it 300,000?

600 through OPWC built works commission

500 for my office

18 culverts a bridge

that all totaled out to be around 2 and

a half million

maybe three and then that does not

include the bridge over to LeBron, uh,

which was about a $2 million project.

So,

>> in total, we've got about a $4 million

investment on that road in the last

couple years.

>> So, the solar company gave 500,000.

>> The solar company gave uh is around

200,000 on their part,

>> right? And our 500,000 came from their

payment.

>> That was in addition, right? In

addition, too. Yeah. Yeah. But origin

that was what we we would have we would

have got for our payment that we pushed

towards them

Yeah. We said they're going to use some

of their solar dollars to pay for

infrastructure with the

solar money directly from spring water

They have a staging area

in Columbus that the trucks report to

escort them from there to the site via

665.

>> So, it's going to get a lot worse. It's

better certainly.

That's been my gosh, that's been eight

years, isn't it?

remember trying to coordate

that project with water?

>> Yeah,

>> that thing's been in the ground for

three years now at least.

>> Yeah, we saw moving the BS back.

>> Are they going to give access to the

water tower? Do you know?

>> Yes.

>> Yeah, they did.

>> I knew that was thanks to you. That's

why we got that access to begin with.

Remember we were trying to go through

the

one of the right there.

>> Yeah. So, it had to be approved like

>> Yeah, I know.

>> It's not something they normally do, but

because it's just a maintenance.

>> That right was bought using federal

dollars back in the 60s,

which

is they purchase the access rights, the

$20 limited access. They purchase the

access rights for those property owners

as part of the deal. So

>> this is why the property behind built

station is problematic. It's hard to

short piece where limited access.

Well that'll help that area when it's

done.

I wish they would have went all the way

down to the freaking bridge, but I wish

it was four lanes. Yeah.

They even squeeze a four lane in there.

>> It's kind of weird because the bridge is

four lanes and then they're going to go

down to a three lane.

But

>> They're not going to do anything north

of the bridge, right?

>> Yeah. Like towards pilot.

>> Yeah, they're taking it up to anchor.

building a brand new facility, combining

that one with another one, and they're

building it in.

>> But I think they're going to keep the

lease on that property. Now, this is

hearsay thing, but I mean, I heard it

from a record builder,

but I think they're going to keep it as

I the contract probably is still in

there, but they're going to move that.

So, it be still be a good location.

expand when needed.

Well, they they've been good. They've

really been good.

Home wrap is now 9:10. This is the

moment everyone's been waiting for. The

Snider G first public hearing and the

floor is yours, sir.

>> Good morning. Um, this is the first

hearing of the side extension. Uh,

everyone know we were here a little bit

ago for the the just kind of show what

was going on with the drains. So, uh,

we'll get started here. This is just an

old map. The original the original slide

ditch was a tile that was installed in

1905. So, you know, this stylus

has a has a lot of age on it. So, it's

been improved in uh 2015. They did

improve it. We did run a from the

existing blade run,

but not good.

Um, so existing blade run ditch, we

improved the slider ditch up to here

with a 15inch tile. And then when they

installed or when they lost these slots,

they installed a an 8 in tile and then

another 12-in tile up to the road here.

So that that portion has been improved.

Uh the yellow line represents that's the

current wershed for the existing site

ditch and that's approximately about 150

acres right now.

>> Given that the original tile was

uninstalled by petition.

>> Yes. Yeah, that was installed by this

was petitioned in like 2015.

The property owners petitioned that

pretty much so they could get the last

square on.

>> But the original tile in 190,

>> the 1905 tile is still in place.

>> But was it installed by petition?

>> That was installed by by the petition

process back in 1905,

>> which at that time they did not go on

maintenance.

>> Correct. Yeah. Yeah, it was just a way

to

>> it was way too much to get together to

install the install the tile share cost,

but it wasn't gone maintenance like it

is today. So,

>> does it still work?

>> It's kind of going through some trees.

So, I think it's kind of uh that

existing one's kind of kind of shot

going through the woods there. They

installed the another 15inch CC there.

>> What about the 1905?

>> That one is uh I think It's still in

there, but it's not not very functional.

That's why they petitioned the new one

for the 15 inch.

>> But the 15. Okay.

>> 15 is working good. Yes.

So this is uh

the project area. So you have the

existing this is the current waterway

and there's another waterway here.

They're

not grass water farm through but they

are they are functioning a little bit

and we'll get into more of the details

about these two things here in a second.

This is

looking at

let me back one second.

So

the next picture we'll we're mostly

focusing on on this water right here

because this is the predominantly this

area and the area behind the um railroad

tracks is one that's starting the post

flooding issues. So, we're mostly

focusing on on this area.

And

so, did the pictures I took are starting

here at the driveway looking this way

and then looking out here. And then I

have some more pictures that

look out from State Route 42 towards the

railroad tracks.

So, as you can tell, this is looking

west from that driveway. There's a they

farmed through it and they had recently

tiled that field. So, it's kind of hard

to make out the you know real as you

know the real part of the soil but you

can kind of tell it it kind of meanders

through there. It functioning a little

bit. It needs to be put on grade.

This picture is looking at the driveway

looking up. It's about 142. So, that has

been blown out recently. It's It's

functioning. It's still at the at the

road. There's still a a jump it has to

take to get out of the tile.

So, this is that 142 looking up towards

railroad tracks when it's dry. This was

after uh I don't know how much of a rain

it was. One of our big four or five inch

rains. Uh you can tell his whole yard is

completely unundated with water

and the issue is you have a 24in tile at

the railroad track and then you have a

15-in tile at the road. So, you know,

you kind of do the math. It's just not

getting out fast enough.

This is back at the road tracks looking

back at the shadow property.

Um this is where the 24 comes through

the railroad tracks. This is another

picture taken after rain. So that water,

you know, from the culbert at 142, it's

backing up the whole way through Peter's

property and then back into the farm

field. I think this is approximately

20 acres of water that gets flooded out.

So we took

went out took elevations of the whole

waterway.

I got four to four different areas that

are potential

potential ways to relieve this

variation. But um first I kind of looked

at south of the tracks here to see if

there's a way to intercept the water

before it goes through the tile. You

have two 24-in tiles on this side.

There's one 24in tile here. um down the

road here. It's a

like a 30 inch by

60 inch forward pipe there. So, it has

plenty of capacity there. Um going this

way, we kind of out this way cuz you

only had 03%

of it. So, that's like 300s and 100 ft.

started very very flat and you'd have to

deal with the railroad and have to take

out a lot of the trees and he would

probably use some farm ground. So we

kind of eliminated that

aspect of it. Another way was to

intercept the water as it came over

as it came across the railroad tracks

kind of go along the back property lines

and up to this culbert and again that

was

like 7 0700s of a grade. So and again

trying to deal with the railroad you're

probably not going to get any

cooperation whatsoever with the

railroad. Um, another one that we also

are considering it be coming down the

front of the properties here. The ditch.

So,

the ditch here is

there's like a high point right here.

So, you have to regrade the ditch. ODA's

giving permission to be able to regrade

the ditch, but they want the slope

flattened a little bit. So, we'd have to

move the whole ditch

back towards property lines or back off

the right way a little bit more. So,

that would kind of be possible because

you're basically reconstructing a whole

ditch. Um, you know, that could be done.

Or we could put a tile in the hallway.

That would be

that probably get expensive. Um, I know

there is the 12-in tile through here,

but it's not it's about a foot higher

than the existing color work going

across the road and where it outlets

here, it still has to take a jump. So,

it's really not functioning as well as

it should. Um, to really function well,

you probably have to upsize it and do

some regrading along the the dish there.

Um the final

final one we looked at was um regrading

this waterway here. We uh I looked at it

from a

from the point here has to take a little

bit of a jump out of the dish here. But

if we start at the invert of this stver

and go 1,000 ft at 10th grade, we'll be

able to obtain the correct we'll be able

to catch up to the ditch here or the

swale there. Um be a quick little they

can blow it out. We wouldn't keep it in

um we wouldn't put it in a grass

waterway right now. It would just be

strictly as a as a a swale through the

their field. um ODOT has agreed to

upsize this 15 to 24. So with that

capacity,

I think that would

>> probably on on most instances that

should serve and not cause any water to

back up

>> at least the capacity

through the road

>> coming through. So any other surface

water here which doesn't really amount

to much um that should be able to handle

that.

Uh also through this we would have to

upside the driveway pipe here. We put in

a it' be an elliptical pipe a 19 by 30

in pipe which is equivalent to 24. So

the hopes that you in 10th grade

everything sized right that you know all

the rates it should just flow flow

straight through.

This is kind of showing the grade of it.

The red line represents the existing

the existing ground as of now. So you

can tell here's the culbert at the at

142. So it does have to jump up a little

bit to get to that grade. And then it

this is a driveway at Amsburgger. So the

he has I think three 10in pipes in there

now. He was going to replace them and

put in a bigger pipe, but this project

would put in a just one single pipe so

that way it's not going to cause any,

you know, field debris to get caught up

into that cover. So the yellow line

represents the the new grade. So, we're

just picking up at the invert of the the

new pipe that OGAP would be installing

and running a tenth grade where it meets

up to the existing waterway. And that is

a a tenth per foot, which is flat, but

it's um from Madison County standard,

that's pretty pretty good. Um,

so this is the

the new or the the new watershed. It's

approximately 93 acres. So you have

where it connects to that the main

waterway. Uh, you got a little bit of

animals, a little bit of sher. The bulk

of it is on this side of the

this side of the tracks. um that

Battlesburgger here. I think there's

like 60 something acres here. So that

would

we would probably

just be

um

Yeah. So, it's just 93 acres

and

think that we we just came guess after

that we came up with some some costs.

These aren't final costs or these are

just some costs I threw together. So,

you got regrading the waterway. You got

ipical pipe some rock channel on both

ends of the pipe through the driveway.

Um obviously driveway repair. We will

have a 24 inch bore under state 42. OAD

has said that they would do they would

cover the cost of the bore. Um they will

put a pipe in as long as there's an

outlet. So we work in conjunction with

them getting that waterway blown out and

having them install that pipe. Um these

are the options. If you want to run an

18inch tile along the front of those

properties south of U 142, you need to,

you know, regrade that ditch. Um, we

probably regrade it. I'd have to talk

with ODOT. There's not a lot we have to

dip out. So, we might be able to get

away with just dipping it out. That's

something that we would I'd have to work

with ODOT on. Uh we went and change out

a 24 inch drive pipe that's kind of

smashed which is holding up a bag of

little bit of water. Um but these are

these are some of the preliminary

preliminary costs and I guess we can

open up to discussion to see what way

you know what people anyone's ideas or

any questions on what we want to try to

do here.

Uh if you're going to use the way where

you go across 142 and then down across

uh across Adamsburg corner of his

property, you want to regrade the

property next to Adamsburg's property.

>> Yes.

>> Yeah.

>> Yeah.

>> Cuz it kind of floods up into their yard

when it backs up. He goes right across

the road from it.

>> So the Shider Farm uh connects to

West Shider.

>> West of Shider.

first house.

>> Yeah. Where it leaves

across his driveway.

>> Okay. So, it leaves here and come down

here.

>> Yeah.

>> It goes into his yard over here.

>> Yeah, it does.

>> That's why I had the proposal the whole

viral fine.

>> Yeah. Because when I went out, I never

saw any any issues with this waterway

because that water this waterways it's

all it's pretty much on grade

up. They join together. What comes out

under what can we do next to my house

which is across the road from

>> Yeah.

>> Yeah. This comes out here and it just

kind of meanders through here.

>> Now, would that be the better way to do

it? I I'm not sure. I was just wondering

if that was going to be at least

regraded to to make the ditch a little

bit more. We can look at regrading the

whole waterway. Um, you know, I took

some shots on it. I'll go back and look

to see what what needs to be done there.

Um,

that was the only problem I can see with

that. I mean, coming down on the other

side of 142, you're going to Well, that

you're going to hit that right beside my

house and there's a pretty good size

there,

>> right?

>> Yeah. Yeah. It's just It's very very

flat trying to come down this way to

this.

>> Well, there's kind of a downhill slope

there, but at least the road that the

road follow,

>> right? Yeah. Yeah. There's a high point.

>> Yeah. I think there's a high point like

right there

>> where there's a big tree. But we I mean

we could get go down there, but we're

still still dealing with the same water

that's coming here.

>> But we can look at the

we can look at, you know, blowing the

whole waterway out then and seeing what

I don't know. It just seemed like need

to me it need less disruption just going

right down the same side of the road to

the bigger culbert there. side

is too high either.

>> It has I mean it has fall down to that

cart. So I mean it could be done. It' be

flat and ditch is pretty deep. We'd have

to that's where I was saying you have to

move the whole you have to regrade that

whole ditch. You have to slope it back

some o three to one side slope along the

brideway two foot wide bottom and then

slope back up. So you're cycling moving

have to move the whole ditch or we could

tile it which would

>> well then you got the

>> yard drive tile. They just put a tile in

here

>> that tile. Yeah, we got to install a new

new road cover

>> that's at

flat.

>> It's 008 along 42.

Yeah. So 0.08 is is not much grade to

work with. So that's kind of why we you

know we wanted to regrade this to get a

10th grade. So I mean we can look at you

know we can look at grading further

further down too to the where the file

is too

um at the

mer.

>> Yeah. So maintenance starts right here.

So we're talking about, you know, this

waterway is 3,100 ft. So we have to

So you know, we could,

you know, blow that out again and see

what I can check the grade.

>> Does it open up the property or does it

waterway continue?

>> Waterway continues on through there.

So it

and it's a actually a pretty good Not a

bad waterway going on that side of the

thing up to the woods.

>> I mean, is there great to be had if we

if we continue through?

>> I

you'd have to I didn't take any shots on

the existing one. I go out and check to

see if we could pick out much more

drain, but then we're we're getting, you

know, I was afraid cut too much out of

that and make it too deep for them to be

able to farm to. Then they're

>> you know, talking. It's fairly deep down

>> right front of the woods where it kind

of snakes around. It's

>> It's kind of deep there.

>> Yeah.

>> Yeah. Right now they can drive through

and farm to it. It's not that

>> property shutters

to grass all this.

weeks beforehand and it was going to be

one of our lowest year. That was nice.

Um but everything went really well.

People seem to really enjoy this piece

that we provided at the end of the

service. It was a good event. Um

closed the gap.

The appraisal has been adjusted. The

survey was readjusted. The appraisal has

been adjusted. I think you guys got a

copy of that if you want most recently

whatever. Um, and I sent the bills for

those on to Westfield Collective and

they're sending the checks.

So now we're just basically waiting on

um OSI/Mick Southern to finish the

advant.

So again, still shooting for end of

summer.

um and then just kind of an FYI, we've

been talking to a company called

Designing Local. They're a landscape

design firm that is well experienced

with trails and trail development, trail

gateways, trail heads, kind of stuff.

And they're actually more engaged there

as well. and he was not embedded by a

much larger experience group to discuss

that one of their guests came out and

walked the entire length of the trail

purchasing and discuss

this that and the other all the stuff we

want to consider doing and they came

back with a tenative proposal which you

know we we've kind of reviewed at least

briefly and so they're in the right it's

like $23,000 for the full

um process it might be for the entire

space plus the trail head different

stuff we want to do with the bridge etc.

So just FYI kind of when you hit start

to look at that now because as we get

closure action purchase properts

and pieces we so we're not hiring

anybody or paying any just yet. just

ground.

the the gutter slash fascia on the shell

rounds. There was some issues that we

found because of the car be trying to
