Let's chat a little more after and I'll

>> be

>> what I found out. Yes.

The ones that have the thing haven't

really gotten back to me yet, but I

understand that kind of concern.

>> Realtors.

I got all kind of information in it.

>> You need something compact. Just lift

that up instead.

>> I got a haircut, too.

>> Not the top.

>> Just the bottom.

>> And I need one. I just haven't had a

chance to go get one yet.

thing.

>> So, I tried it.

>> I looked at like, if there's one thing I

class. I was like, "Sorry, kids."

Anybody

>> He's got short hair.

>> He's the oldest one here.

We didn't

move.

That's a street report.

Good evening everyone. Welcome to the

London City Council meeting.

>> Everybody will stand.

>> Mr. Boyd is news. Council members, would

you like to please pledge

>> allegiance to the flag of the United

States of America and to the republic

for which it stands, one nation under

God, indivisible, with liberty and

justice for all.

Silent questions.

Before

we get started, just a note, President

Peters is attending the London RA Red

Raiders basketball game. His daughter's

a senior. And if you don't know, they're

the number two seed in the district.

They went 21 wins and one loss this

year. So, they're playing uh in half an

hour when they start 7 o'clock. So, he

won't be able to attend tonight. Madam

clerk, please do the roll call.

Councilman

>> present.

>> Councilman Boyd

>> present.

>> Councilwoman Trainer

>> here.

>> Councilman Hit

>> here.

>> Councilman Greg

>> Eids here.

>> Councilman Hayes

>> present.

>> Councilwoman Jackman

>> here. I was gonna not say councilman

because you're pering

a different chair tonight.

>> That's okay. I'm still just a council

member.

>> All right.

>> Has everybody had a chance to look over

the minutes? Are there any additions or

corrections to the minutes?

Hearing none, we'll do a voice vote. All

in favor accepting the minutes. I

>> I

>> and opposed.

Very good. The minutes have been

approved.

We have no public hearings tonight,

although we will have one on March 19th.

That will be for the vacation of an

alley or vacating an alley. Uh we'll

have that here in a minute, but that'll

have the public hearing on March 19th.

uh any communications or announcements

that we're aware of

as the clerk runs to the back of the

room.

>> I know how to pronounce his last name

in just a minute.

So, as a communication or announcement,

I did communicate with Mid Ohio um when

we had the brown water, the slightly

tinged water a couple weeks ago. That

was a an item of discussion. I seen it

in my house and um I did send an email

to them. I was just curious, you know,

about the communication. They did

respond. I've sent that to all the

council members. Mr. Saltzman was

included uh in their response. I did not

include him in my initial email, but

they included him in the response. And I

did invite Mid Ohio if they wanted to

come tonight. Don't see anybody here.

They've also invited me and any other

council members that want to come to the

mid Ohio meeting which is going to be

March 3rd.

>> So first Tuesday of the month

Tuesday of the month is

>> so the first Tuesday of the month which

will be March 3rd 1 o'clock. You said

>> here if anybody if anybody wants to

attend the mid Ohio meeting just to let

you know. Very good. Any other

communications or announcements that

we're aware of?

Okay. Thank you very much.

We will move on to audience concerns. We

have one person signed up tonight. Mr.

Jeremiah Campana. Please step up to the

microphone.

Jeremiah Campano, 117 South Union

Street.

Um, I just wanted to take a quick moment

to address a comment made by Councilman

Stall at the last meeting.

Uh, he noted that concerns about growth,

uh, people not wanting London to become

the next Hillyard are perhaps

overstated, pointing out that Hillyard's

expansion took 50 years and most of us

won't be here to see if London follows

suit. Councilman Stall, I appreciate

your perspective and your effort to

provide historical context. However,

this view overlooks the very real

anxieties many residents in this town

are feeling today. There are legitimate

concerns about infrastructure as

Councilman Boyd has uh raised and I

believe Mr. Eids has even mentioned on a

time or two. Uh and there are worries

about preserving the unique character of

this town. Concerns I think deserve a

little more respect than a simple

dismissal. We're not just worried about

50 years from now. were concerned about

the immediate impacts of rapid growth on

schools, roads, and quality of life.

Dismissing these fears as something only

future generations have to worry about

risks alienating the people who make

London what it is right now. Let's

commit to taking these concerns

seriously, and planning with the input

that we've already gathered from the

comprehensive plan. Growth can be

positive if we guide it thoughtfully,

listening to residents every step of the

way. Thank you for your time and

dedication to our community.

Thank you, Mr. Campana.

Moving on to committee reports. Let's

start on my right side, your left. Mr.

Stall, we'll let you go first tonight.

As with the public safety committee

briefing on February 10th, I have the

police report. Building construction is

progressing with another delay

experience due to the winter storm. This

pushed the expected completion to July.

However, Elford is looking forward to

possibly making up time to complete the

project in mid June, the previous

scheduled completion date. We have three

applicants that are currently in the

process of admission screening for the

basic academy to start in March. There

is currently one open position and we

have three officers on restricted duty

or leave status. We're still accepting

lateral entry officers. There are only

five reported vehicles left in the snow

emergency route during the winter storm

and only three required toes for

non-compliance. They appreciate the

efforts of the residents in complying

with the parking restrictions. LPD did

handle several courtesy transport

disabled vehicle and minor crash during

the storm's 24-hour period. One cruiser

was damaged by an officer striking a

wayward dumpster in an alley off of

South Union Street. Chief Nickel

participated in a book reading with the

children at Fair Haven School and the

new MTD ordered last year to comply with

the software updates have been received

and are in the process of being

programmed and fitted for the cruisers.

Thank you.

>> Thank you, Mr. Stall. Mr. Boyd.

>> All right. Got to attend the public

service committee and reporting for the

parks and wrecks. So, first off, they

were changing some prices on the pool

this year. Day pass is going from $5 to

$7.

Uh, you sports, we still have the spring

volleyball registration at $85 a person.

Come on out. That's getting signed up.

We are looking for applications for

concessions and the front desk for the

pool this year. Some lifeguards and the

applications are online. I will say that

was my favorite job through high school

as a lifeguard. And so go on out, give

it a try. Pickle ball. We are getting

the contractor.

Pickle ball. We're getting the

contractor set up for getting that

installed this spring hopefully once

weather starts looking better.

And we should be getting that parking

lot hopefully expanded over there. So, I

have kind of been hoping to see that

over by the pool and making that a

little bigger to offer a little extra

space for pool and the pickle ball

individuals that would like to enjoy

that.

And that's most of what's going on with

the pool. Public service. Uh we have a

couple things coming up. One item that

we said we wouldn't be able to do

unfortunately was a newsletter kind of

to print off for the front desk of city

hall and maybe senior center. And after

going to another meeting within the kind

of community last night, it was

interesting to hear how some of those

items that they'd like to broadcast,

they don't have a way to broadcast. And

so might be one more reason for us to

look into maybe offering that newsletter

to give some of the smaller groups a

little more voice in the city. That's

all.

>> Thank you, Mr. Boyd. Mrs. trainer.

>> Uh, unfortunately, I wasn't able to

attend finance, so I'll have to pass

this time. Thank you.

>> Thank you, Mr. Hit.

>> Yeah, I attended the public safety

committee meeting, and I'll give the

fire chief's report.

Uh, as far as EMS, there was training in

pediatric advanced life support and also

in training in advanced cardiac life

support.

Uh as far as fire training, there was

new part-timer orientation.

Uh they hosted several students for ride

time for tolls and grant paramedic

class.

Uh they have preventative maintenance on

rescue to rescue tools and they

inventoried the supply rooms.

Uh and then I'll I also attended the

service committee meeting and I'll give

the street department's report.

Uh he has several things on here that

they were involved with throughout the

month, but I'll just highlight a few. Uh

he worked on the heater on the Dodge

truck. He worked on the brakes on the

F250.

They plowed and salted multiple times.

Uh they repaired the plows multiple

times. They hauled snow out of the

downtown area.

Uh and then also coming forward tonight

is um an ODOT paving project

and he also mentioned um which was

brought to service and finance was

needing a dump dump truck and we

discussed

uh the amount of funds to go towards um

street repair for this coming year.

Um, and then just in general,

uh,

there was some sanitation discussion.

Uh,

and Steve Saltzman was going to start

the bidding process this past Friday. I

assume you started that. Okay.

And then other stuff is coming forward

with legislation tonight. Um, the next

service committee meeting is March 10th

at 5:00 in the room next door.

>> Thank you, sir. Mr. Hayes,

>> attended public safety committee meeting

on February 10th. Called to meeting to

order at 6:00 p.m. Roll call. All three

members were present. Uh, we had

approval of the minutes. uh 300 vote of

the January 13th minutes. Um

as you heard, Mr. Hick gave the uh fire

and EMS report and Mr. Stall gave the

police report.

um under safety service director um he

asked a safety committee to take a vote

for purposes of sending to the finance

committee a request for $150,000

for contingency cost

related to weather cost plus additional

groundwork that's being done for

sanitary lines and storm drains.

uh could acquire require additional uh

stabilization.

And then the parking lot, do you have

the same things going on with the

parking lot? Uh there was a motion on

the floor to

do the vote and we voted 30 vote to send

it to finance committee.

Under new business, there was none.

Under old business, there was none.

There is no public comment. We adjourned

at 6:12 p.m. I'm Yes, 6:12 p.m. And next

public safety service meeting will be

March 10th, 6 p.m. Room next door. Thank

you.

>> Thank you, Mr. Hayes. Miss Jackman, what

do you have tonight?

>> You do that. I was able to attend the

finance committee meeting on February

10th. Um

most of the things we discussed are

coming up in legislation tonight. Um the

auditor's update, the January books are

closed

and the month-to-ate revenue was

a,266,38467.

Expenses for the month were

$2,767,62948.

Um,

and

our next meeting will be March 10th at

6:30.

>> I also attended that. I'll just give you

a couple more quick things. Thank you

for that.

Um, as Lisa said, most of these things

are going to come before council

tonight. U, there's a there's a couple

things that aren't that we discussed

that I'm going to bring up. We have one

piece of legislation in front of us

tonight to um uh transfer like $1,600

from an unused fund that we can take

care of. However, there's still three

funds out there that haven't been used

in many, many years. And we have to have

the law director, we gave the law

director authorization to talk to the

county because in order to take these

funds, we can't just do that. The county

auditors actually have a play in this.

So, we have to have the county auditor

check off because we have three funds

that between the three of them equal

almost $180,000 of money that's been

sitting there unused for years. So

hopefully that process happens and then

we'll be able to uh come back and and

and have some extra money that we can

use for things later. Uh the only other

thing that I'm going to add to that for

the finance committee is we did get the

tax report um for the month the only the

month of January. The uh general fund

collected $504,18184

which was actually up $18,000

u from last year which was about 3.7%

difference. The fire uh income tax of

half percent uh collected $252,92

and that's up by 12,000 and change from

last year which is about a 5% increase.

So, um, these are very, you know, the

these will go up and down every month.

Um, but by the end of the year, we'll

have a really good handle on how things

are. So, I don't believe there's any

other committee reports that need to be

brought up tonight. So, that being said,

moving on to city official reports.

>> First, I will

at the same time.

>> That'll work.

>> Yeah, we go. Well, so the mayor is uh

off today. He's been sick, so I do not

have the mayor's report. I'll give a

quick report from mine. Um, we talked

about the police building. So, if you

have been able to go by in the daytime,

you see there's quite a bit of exterior

work going uh brick work along uh Walnut

Street is really coming along and it's

starting to show the the real essence of

the building. So, looking good. Uh roof

insulation is being installed. Uh I

believe they've got most of the roof

system tied in which has allowed them to

work inside. That was a big plus both

for the heat and also to start working

on the interior of it. uh storm water uh

storm sewer tie-in began last week and

they've been doing a lot this week um

with the idea or the hope is that by the

end of next week we'll have the storm

water retention which is in this grass

area between the two buildings that

should be received and installed.

We did run into a problem. So I talked

about concerns of the underground um

when the company was doing this dig in

last uh uh the beginning of this week.

So between uh coming off the first

street as it comes towards our property,

they did run into additional underground

things. So largely it's the debris from

the previous building. Um I did talk to

law director today. So I bring that up

more of a point. We talked in the past

about passing that on to see if the

company that was responsible for filling

in last time is compliant with their

with their uh with their contract. So um

hopefully we'll be able to find

something again if it legally we're

entitled to funding back from that or

from that bond. Hopefully we'll be able

to address that later. Uh the interior

work. So they have started on some of

the interior electrical rough in and I

think the central fire system was

supposed to be brought in this week to

start installing wiring for fire alarm

systems, things like that which are all

important because then the next thing is

insulation and start the drywall. So uh

the plan completion is still uh I think

it's July 6th, but uh I think Rich as

you said that they're they're pushing

hard to try to get back in that June

realm for a substantial completion date.

uh street department. So, one of the

projects on tonight is for the ste the

street ODOT praing, try this again, ODOT

paving project. Um so, we had street

department out with a vendor assessing

uh the ADA curbs and that would be

specifically along center street to

Lafayette. Even if they're ADA under the

ODOT, when there's federal monies

involved, you have to bring them up to

federal compliance. Um so, they were up

checking those today. Hopefully, we'll

have an estimate of what that cost is

going to be. That that part of the

funding is again ours. It's not it's not

part of the 300,000 that we pay for the

federal money, but it is ours to to fix.

Um and then we talked last week or last

I guess last week in the previous

council about the snow emergency. Um

late last week we were notified by

Madison County EMA that Madison County

was one of 15 counties in Ohio that had

record or nearrecord and uh snowfalls

where we could be adjacent to a county

um for the January 24th to 27th

snowstorm the winter snowstorm that may

make us eligible for federal disaster

funding. Um, so I had completed with the

assistance of a number of others uh

within the city doing a public

assistance damage assessment form and

submitted that to Madison County EMA uh

two days ago. I think they had to add

that into the state today. Um this is

the first step of the process to see if

we'll be eligible for any reimbursement

for cost that we put out. So, um I think

the number I put was around 40,000

roughly. And that would cover everything

from overtime,

um truck use, salt, things like that.

And we were only allowed to hit a

contiguous, uh continuous 48 hour

period, not the whole storm, but we had

to pick a 48 hour period of time. So, um

any luck that will go through and we'll

be able to, you know, recoup some of

those costs that we had. So, um

let's see here. Uh sanitation

department. So, uh, as they mentioned in

there, last Friday, we went met with

North Central Solidway District to come

up with, uh, initial thoughts on what

the bid would be. I do not have a, uh, a

draft yet. Um, we talked about a number

of things that, uh, we expected to see

on it. And one thing we did discuss was

timelines. Um, I'm going to mention the

timeline discussed was probably no

earlier than July. Um, but there's still

a lot of things that have to be

discussed about that. There's some

things in the timeline, notifications we

have to do. There's other processes. So,

we'll start working on more definitive

time period. I honestly don't see it

being earlier any earlier than July,

though.

>> That's that's for the bids themselves to

go out or to get the bids back.

>> That'll be the for the final thing. So,

uh when the bid once it's advertised, we

have a period um that it has to go out,

which I I think the minimum is two

weeks. We'll advertise it longer than

that. will leave at least four weeks,

maybe longer, uh, for companies to look

at the bids and then after that comes

in, we assess it. But there there's, you

know, there's going to be a little bit

of time period depending who gets the

contract and how long they can, you

know, what will it take for them to hire

people, get the equipment in place, and

start. So, we'll have to work those as

as part of that. Um, I don't see, you

know, just working the numbers

backwards, I don't see

any faster than than July. Uh, one one

requirement I know we have to have is

60-day notification to the employees.

So, obviously, we don't we won't want to

do that until till we're set in time. We

know about where we're at um with like

that we would be ready to put a a um

contract in place.

Uh only other thing I think I have is uh

parks and recreation. Um another piece

of legislation that have day is the

ability to put in for grants. um and

they are going after an AARP grant um

for about $15,000 that would help on

additional things. Tom, you talked about

the um

uh pickle ball area. So, be some funding

up to $15,000 that would help do some of

that. The that grant I looked at it for

a number of other things I don't think

it was going to be applicable for, but

that's a 100% grant. No city money

involved. So, if if we can obtain any of

that, that'll be nice. Um, I think we

have to put that in by March, but I

don't think we would actually be

notified till December. So,

realistically, that would be

improvements made next year

and that's why.

>> Thank you very much.

Auditor Colmes, do you have anything

tonight?

>> I have nothing.

>> Well, you will have things later because

we're going to bring you into the

discussions later.

Okay. Uh, old business.

A motion to read um by title one and

number please.

>> So moved.

>> Second.

>> Ordinance 106-26

sponsored by Tom Boyd. An ordinance

vacating an alley.

>> And we said this will have a public

hearing

March 19th coming up. So more on it

then.

U just a little addition to that.

I had asked the mayor before because I

thought there was some type of an action

taken either by the planning commission

or building and zoning. Uh if that were

the case, he did respond very quickly.

There was uh a property application

requesting a conditional use permit at

105 West High Street, which is where

this is. Um, not that it not that it

matters for this necessarily, but

there's that one house across the street

from Speedway. Um, and my concern quite

honestly was, you know, we're going to

maybe give them some space there or

vacate that alley and someone's bought

the property and it looks in like it's

in worse shape than when they bought it.

And that's mostly the wind taking all

the siding off because they put a new

roof on the place. You I was just

concerned about that. So, they had been

approved. There's nothing that's going

to be pending from the building and uh

the BZA committee. So, just giving you

all an update because I asked the mayor

for that information before. So, as Mr.

Boyd said, there will be a public

hearing scheduled for March 19th, 2026.

>> Yes, sir.

>> Unless I'm wrong, I think that the

owners of that 105 107 are the same

people that applied for this. I did go

back and look that. So the owner that's

a 105 107. It's a double.

>> Yes.

>> And that I believe that's the same

people that applied for the alley

vacation. I did check that after you

talked last meeting.

>> Yeah. So they they did. And then um the

flax building that's the two properties

that but that alley and I didn't even

know there was an alley there. Obviously

it's been grown over for so long. It

just looks like it was part of

somebody's yard. So

>> yeah.

All right. We'll move on to new

business. Um,

if you didn't notice, we each council

member, we got our packages. 119 is the

last piece of legislation in there.

However, it's been replaced um just

earlier today with uh another another

cleaned up version of 119-26.

I don't think it changed anything other

than to have the correct dates. Was

there any other changes there? uh the

emergency.

>> Okay. So, the emergency clause was added

to that. And did that actually come

through? Was that supposed to be added

at the time?

>> All I know is Janelle sent it to me and

saying that she forgot to add the

emergency clause on it. So, I'm assuming

it was supposed to be originally on

there. Uh since she told me she had to

she forgot to add that.

>> I can add comment to that. So, we we

originally did in committee ask for that

to be an emergency clause. Um that

legislation, you'll see it's different

from our normal. That was provided by

ODOT and and all the other information

had to be uh verbatim and she had left

that emergency clause out. We did ask

for it in our meeting Wednesday to make

sure it was listed for the emergency

clause.

>> Okay. Thank you. I I thought that it had

been had come through committee that

way. Um however, we have 10926

also has to do with that. Um, if anybody

would like to move 11926

to fall in after 109 just so we can take

two pieces back to back, if you want to

do that, we can do that. And if not,

we'll just hit it at the end of the

meeting like we are sat to right now.

>> I make a motion that we move it up to

right behind 10926.

>> Second.

>> All right, we have a motion and a second

to move that piece of legislation so it

dovetales with the other piece. Uh,

clerk, roll call, please.

>> Councilman Hayes,

>> yes.

>> Councilwoman Trainer,

>> yes.

>> Councilman Hit,

>> yes.

>> Councilman Eids,

>> yes.

>> Councilman Stall,

>> yes.

>> Councilwoman Jackman,

>> yes.

>> Councilman Boyd,

>> yes.

>> That makes sense. Okay, moving on to new

business. 10726.

A motion to read by title number,

please.

>> So moved.

>> Second. Resolution

107-26,

sponsored by Lisa Jackman, a resolution

increasing appropriations.

This resolution would be to allow the

street department to replace their 2008

dump truck by providing $275,000

for them to buy a new dump truck.

>> Mr. Saltzman, do you know are we would

it be the intent of the street

department to then replace that and get

rid of the old piece of equipment?

>> Yes. So the 2008 International in in uh

in in failing health. Uh we're looking

to replace it with a 25 or 26. We can

look new. We are going to look on the

state term. They'll make that a little

bit easier and quicker. Uh a dump truck,

a plow, uh the salt box and a light

package. trying to look at everything at

together and then with the intent to

sell the old truck when the new truck's

received by auction.

>> And for those on the committee, did that

come out of committee at 250? Was that

discussed? But we changed it at finance

to 275. There may have been further

commit or consideration on that.

>> Yeah, I think I believe it was 250,000,

but um it was changed to 275 in finance.

>> Okay. I knew that finance approved to

bring that to council tonight at

275,000.

Okay. So, uh 270 or pardon me 10726.

Is there further discussion on that?

Mr. Salsman, do we need this truck right

away or are we We're okay?

>> I think we're okay.

>> Okay.

>> All right. We'll leave 107 107-26

on the agenda. Moving on. Resolution

108-26. Motion to read by title and

number.

>> So moved.

>> Second.

>> Resolution 108-26 sponsored by Greg

Eids. A resolution increasing

appropriations.

>> So for the last uh two years, two years

ago we um in the long term was $961,000.

We threw it repairing streets. last year

was $500,000. Uh the finance committee

would like to again authorize $500,000

to continue the repairs on the streets

that we were responsible for. The state

routes the state's responsible for. We

are responsible for the side streets. Um

someone asked me today what streets get

got hit. There is a list. I don't have

that in front of me. I don't know if Oh,

look. Mr. Saltzman has a list.

This is I think the first year

>> I didn't see that.

>> I think I only sent it to the service.

So I thought I sent to the whole

council.

>> Okay. Well, there is a proposal from Mr.

from Strawer to Mr. Long. Th

>> those are the previous ones, Greg, not

not the current. That's what we

previously did,

>> right? This is from 2024. So that was

897,000

and there is a number of streets I'm

going to guess it's probably

I don't remember what the number was I

looked at it before but Fair View

Antidum Andrew Court East Garfield

Graceland

uh Wesley Oxley Toland Mound Jenson

Sherman West High Street there's all of

these streets are on this list these

were hit in 2024 and it was and I don't

understand what some of these things are

U crack seal in micro at 24 lb crack

seal only cape seal U micro 22 lbs cape

seal with a fiber mat. So there was

different four different types of

repairs that they did on the streets

that year. Uh last year was very similar

to that but less of them because we only

spent 500,000 last year compared to the

$961,000

that have improved the year before.

However, we still have lots of streets

that need repair.

>> Yeah. And the only thing to add to that

is again the street superintendent

reinforced that this is not full depth

replacement. These are only maintaining

or or keeping them to make them longer

in longevity. So there we know there are

streets that need replaced. Uh I do

believe the four street project we had

approved previous that'll be a full

depth but uh this is to keep our streets

from getting into that deteriorated bed.

And we also discussed in service

committee meeting uh the nature of the

repairs and it'll be chip chips put down

and then micro seal over top of that. So

I know there were some issues last year

people having a lot of gravel in their

streets and complaining but the idea is

to put down the chips and let those

settle some and then put the micro seal

over top of that.

>> And and I believe last year it was done

the next day. Some of them I've seen

before um several years 12 three or four

years ago they did North Madison they

did the seal that that day they came

back with the uh the chip and then the

next day they came back and and sealed

it over and eliminated those but yeah

it's so it's similar to that that old

chip that used to be done but they come

back with a micro seal I think that's

what it's called over it and afterwards

it seals it in.

>> Do we do any of those streets ourselves

or

>> all of that through them? th those that

is all through a contractor I and and I

don't want to misstate but I believe

like when we're doing it they're

typically minor repairs patching we'll

do some minor repair work and and not to

this extent these are full streets and

that

>> and that's where I was a little curious

with last year's cuz I don't see

Lafayette on that street list of what

was hit last year however I do believe I

remember that Lafayette had it hit quite

And so that was kind of a curiosity of

mine.

>> I can check if I get the street list for

last year.

>> Oh, okay. No, I'm Oh, sorry. I'll let

you go in here a second. Um, that was

probably the Duropatcher that they took

out on Lafayette Street, which which we

do. So that's we'll do our own cracks

and use the Duro patcher, take out

smaller areas, but I don't think it was

on the list. Strawer had done the work

in 24. I think they got the contract

last year, too. Um, so and Lafayette

being a state route, this is why ODOT

takes care of that also.

>> So the only other comment is Lafayette

will be on the repair for this year for

the paving like that'll be a complete

paving project. Yeah.

>> And that's kind of what Yeah, I was

interested that we have that this year,

but I know we put that down last year

and so it was kind of curious on that.

Uh, from public service kind of thinking

on this one. First off would be with us

having the construction going on for the

resurfacing of Lafayette and 42 and 38

this year. You know, will this conflict

with that going on or add maybe an

amount of traffic and delays in the city

that we wouldn't want for the year?

>> Are you talking about both projects at

the same time? Uh that's a good

question. I can't specifically answer

it, but I do think we'll have some

control about the timing and could

probably make sure that uh so I'm

looking into it. You want to make sure

we're not pushing people from this

project into another. I think we can,

you know, we'll have some control of

that. Our control, the paving will be

limited.

>> Uh I know they're going to sell the the

bid coming up in in March, April. We

have to have our sidewalks done May.

they would be working in that may trying

to schedule it, but we should know what

that schedule is and we can work with

straws I think is who we're we'll target

again this year to do that repair. So,

>> and

>> but that's a valid question.

>> I was going to ask uh does it go out for

bid or is this one because we put it out

there? How does that work where we don't

have to put this to bid?

>> I'll have to verify that this this may

be worthless on the state contract. If

not, it would be over the threshold and

have to go to bid.

>> All right. Um, yep. Thank you.

>> So, the reason why this has an emergency

clause is

the paving companies, they've they're

already lined up for work. The longer we

wait to allow this to happen, the

further back it pushes us maybe into

next year. So, there's always that

concern. And someone asked me today and

I said, you know, this is something we

probably could have started at the very

first meeting in January just to allow

the process to happen to get on the

list. So, this one does have an

emergency clause.

And

>> I'll make the motion to suspend the

three reading rule on it.

>> Second.

>> All right, we have a motion and second

to suspend the three reading rule. M

clerk.

>> Councilwoman Jackman.

>> Yes.

>> Councilman Eids.

>> Yes.

>> Councilwoman Shan Trainer.

>> Yes.

I'm going to do that over and over. Uh,

>> Councilman Hayes,

>> yes.

>> Councilman Boyd,

>> no.

>> Councilman Hit,

>> yes.

>> Councilman Stall,

>> yes.

>> Move to adopt.

>> Right. That has been suspended. We have

a motion to adopt and a second.

Second. I have no s.

>> Roll call, please.

>> Yes.

>> No.

>> Yes.

>> Oh, yes. can hear.

>> Yes.

>> Yes.

>> Okay. 10826 has been suspended and then

adopted.

Moving on to 109-26.

Motion sponsored by title and number.

>> So moved.

>> Second.

>> Resolution 109-26

sponsored by Tom Boyd. A resolution

increasing appropriations.

>> All right. This is increasing

appropriations for $339,000

and 73 $33970.

And this is for the city's input on the

job that is being done. 42 and 38. This

is 20% of the coverage. Did we get that

down right? All right. And so I think

that's around 1.3 million the state's

putting in. And this would be our chunk

of it to help get that all resurfaced

and paved.

>> That's for 38 and 42, correct?

>> Yeah, that'll be um the 38 and center

going down that way and then Lafayette

from

>> Yeah. Elm to

>> the city limits, I believe.

>> Yeah, basically city limits.

>> And we received an invoice from the

state for this.

>> We uh

>> there's the one the

Yeah. So, we have we have a deadline of

uh I think it's February 27th. We have

to have to them the the resolution

accepting and then I think the I think I

may have an invoice or they'll invoice

when I notify him passed. Yeah.

>> But we do have a very tight deadline on

this.

>> There is. Yes.

>> So, the reason part of the reason this

was delayed, the woman at ODOT that was

transferring the information uh

resigned, took a new job. Uh the when it

was passed on, it didn't come to me. I

missed it. And then um the committee, I

think I got it actually the day before I

talked to the finance committee.

>> So there is an emergency clause on

109-26.

>> Make a motion to suspend the three

reading rule.

>> I'll second.

>> That was

>> We have a motion and a second. However

you want to do that, Madame Clerk, to

suspend the three reading rule.

>> All right. Um, Councilman Eids,

>> yes.

>> Councilman Stall,

>> yes.

>> Councilwoman Jackman,

>> yes.

>> Um, Councilman Hit,

>> yes.

>> Councilwoman Trainer,

>> yes.

>> Councilman Boyd,

>> yes.

>> Councilman Rich or Hayes,

>> yes. Just take them around.

>> Motion to adopt.

>> Second.

>> See if I can do this. Uh, Councilwoman

Jackman,

>> yes.

>> Councilman Hit,

>> yes.

>> Councilman Boyd,

>> yes.

>> Councilman Eids,

>> yes.

>> Councilman Stall,

>> yes.

>> Councilwoman uh Trainer,

>> yes.

>> And Councilman Hayes,

>> yes.

All right. 109-26

has been suspended and then adopted by

this council. Next, we'll have 119-26.

That's 119-26.

If you look, there was a a newer set of

documents that came in a separate email

if you want to look at that. Um, but it

is virtually just u it's the contract uh

to allow this to happen.

I'll accept a motion to read by title

and number. So moved.

>> Second.

>> Final resolution 119-26

sponsored by Tom Boyd. The following

final resolution enacted by the city of

London, Ohio here and after referred to

as the legis legislative authority local

public agency or LPA in the matter of

the stated described project.

And we do have an emergency notice on

this guy.

>> Yes, there is an emergency on this.

Would you like to fill us in a little

more on this?

>> Hey, you covered it pretty much right to

the tea. It is. Yes. Going over the same

things. It is covering the liability we

have for covering the sidewalk ramps if

there are any. Uh Mr. assultsman already

kind of went over all that and how

they're getting that number together.

Uh, one part that I do think and what I

was a little bit against the other

500,000 is that with this going through,

I do think we need to look into our

storm sewer and making sure everything

is in order over there. I know we've got

one by Amherst that is a bit collapsed.

We've got the one that has a hole over

by CVS right now. And so just making

sure, hey, we're not having too many

extra funds or costs popping up while

that's getting done.

>> That's a that's a fair point. And I know

the one that you're talking about right

there at the Y where Elm splits right

before you get to

Cheney and Thomas,

>> but that but that has cones on it right

now. Is that part of this project? Does

it extend to that point since we're

going down to Elm Street or is that

>> I don't know if it's part of that

project. It will that repair won't be.

We discussed that at the service

committee. Um we actually ready to

repair that in the fall. That's going to

take coordination has to have concrete

poured in the bottom when they pull out

the the um uh the storm sewer, but we

also have to have a paving contractor

the same day as it dries. So when they

had it, we had the paving contractor set

up. We got our first snow. So it will be

hit very first thing of spring as soon

as the weather's good. So that repair

will happen. And that's that's been

deteriorating for a couple years. the

more the trucks go over, the worse it

gets. Um the one up at Amherst that

you'd sent earlier today, I'm not

familiar with that one. That's a

different one.

>> Yeah.

>> Um I I would like to point out I believe

though the funding mechanisms for storm

sewer and and the streets are different

funding mechanisms. So we have storm

sewer funds, correct? That are set

aside. I don't think they're competing

for the same funds necessarily.

>> Um

>> it was just Yeah, if anything they might

run into I don't know. Yeah, we so we

would have to make that repair on that

Lafayette and like we'd want to have

that repair done first for sure before

the payment.

>> Very good. So, we do have an emergency

clause on 119-26.

>> Make a motion to suspend the three

reading.

>> Second.

>> Councilwoman Trainer,

>> yes.

>> Councilwoman Jackman,

>> yes.

>> Councilman Eids,

>> yes.

Councilman Stall,

>> yes.

>> Councilman Hit,

>> yes.

>> Councilman Hayes,

>> yes.

>> Councilman Boyd,

>> yes.

>> Motion to adopt.

>> Second.

>> Councilman Boyd.

>> Yes.

>> Councilman Stall,

>> yes.

>> Councilwoman Jackman,

>> yes.

>> Councilman Eids,

>> yes.

>> Councilwoman Shannon,

>> yes.

trainer.

I don't know why I keep doing that with

you.

Um, Councilman Hayes,

>> yes.

>> And Councilman hit.

>> Yes.

>> Good.

>> All right. 119-26

has been suspended and adopted by this

council.

Moving on to 110-26. Motion to read by

title and number.

>> So moved. Second.

>> Resolution 110-26

sponsored by Lisa Jackman. A resolution

authorizing the auditor to increase

appropriations and transfer funds.

This one is due to the soil stability

problems we've had at the new police

station. Um, we have $23,000

left in the fund that could be used for

we expect some more issues um when we

get ready to pave the parking lot and

also the storm sewer is being installed.

There may be some issues there with the

soil stability that will need to be

remedied and $23,000 won't be enough to

cover that. So, we are requesting to

transfer $150,000

to add to that and that way it will be

ready once it's needed. And it's my

understanding if we don't utilize all of

it, it goes back into the is it the

general fund?

>> It it would have to be transferred back.

There's a process that the otter would

have to go. But then it could be

transferred a fund to be used for um

>> the debt service.

>> Yeah, debt service. So if I can add to

that. So when I spoke earlier about the

police building them finding that that

soil um they are doing that in a so keep

in mind it's not the same as the

structure. The structure we had all

those issues had to go down 16 ft. It

cost us a lot more. Um it looks like

this is going to be enough. It'll be

some additional removal. Uh they had to

tear the concrete but they're going to

do it on time and material concept which

will keep it a lot cheaper. Uh, and then

we'll just see when it gets over to that

other part of the of the grass where

it's at. So hopefully be cheaper. Um,

but this would give us the ability. The

problem is with contingency funds, if

you run into issue and we have to stop

the project, come back to council to get

approval, we're paying administrative

cost over and over. So I agree. I hope

that cost it doesn't go beyond there

that we're under it and then we can work

to transfer the funds to use for debt

service.

So, this also does have the emergency

measure, emergency clause on it because

we don't want to have to stop and then

have to come back to council maybe for

an emergency meeting just to appropriate

some funds that may be needed.

>> I'll make a motion suspend three reading

rule on it.

>> Second.

>> Councilwoman Trainer.

>> Yes.

Councilman Stall,

>> yes.

>> Councilman Hayes,

>> yes.

>> Councilman Hick,

>> yes.

>> Councilwoman Jackman,

>> yes.

>> And Councilman Eids,

>> yes.

>> And Councilman Boyd,

>> yes.

>> Move to adopt a second.

>> Councilman Boyd.

>> Yes.

>> Councilman Eids.

>> Yes, ma'am.

Councilwoman Trainer,

>> yes.

>> Councilman Hayes,

>> yes.

>> Councilman Stall,

>> yes.

>> Councilman Hit,

>> yes.

>> Councilwoman Jackman,

>> yes.

>> All right. 110-26 been suspended and

adopted by this council. Moving on to

resolution 111-26.

Motion to read by title and number. So

moved.

>> Second.

>> Resolution 111-26

sponsored by Rich Hayes. A resolution

authorizing the auditor to increase

appropriations and transfer funds.

>> Fire department's requesting uh have to

have new turnout gear um and being a

former volunteer fireman

uh that is an absolute thing that you

have to have. Uh it does wear out. Uh

the thing we're doing here would be uh

we're just transferring funds as I as I

understand it. Is that correct? Okay. So

uh we have to transfer them from one to

the other amounts $41,000

and as clarification that is from the

fire department one fund that they have

to their capital fund which isn't

generally funded that way. So, so we're

just transferring that

>> which is his capital.

>> And once again, there is an emergency

clause on this piece of legislation.

If there's no further questions, I'll

make a motion to suspend the three

reading rule.

>> Second.

>> Councilwoman Jackman,

>> yes.

>> Councilman Hayes,

>> yes.

>> Councilman Eids,

>> yes. Councilman Het.

>> Yes.

>> Councilwoman Trainer,

>> yes.

>> Councilman Boyd,

>> yes.

>> Councilman Stall,

>> yes. Moved it up. Second.

>> Councilman Eids?

>> Yes.

>> Councilman Hayes?

>> Yes.

>> Councilman Boyd?

>> Yes.

>> Councilwoman Jackman?

>> Yes.

>> Councilman Eat. Wait a second. Correct.

Councilman hit.

>> Yes.

>> Councilman Stall.

>> Yes.

>> I did miss you. Councilman Eids.

>> Yes.

>> Okay.

>> You miss me though.

>> I mispronounced your name. I'm not

having a very good night. Uh,

Councilwoman Trainer.

>> Yes.

>> Okay.

>> All right. All right. 111-26 has been

suspended and adopted, I do believe.

Moving on to resolution 112-26.

Take a motion read by title and or

number. So moved.

>> Second.

>> Resolution 112-26

sponsored by Andy Andrew Hit. A

resolution authorizing the auditor to

increase appropriations and transfer

funds.

So, this is a transfer from the fire

department's general fund to capital in

order to purchase tablets which are out

of date in the amount of $31,000.

>> This is similar to the police we did a

couple I think right before the end of

the year. Uh the tablets are out of

compliance with both CGIS and leads. Uh

well, I guess leaf didn't apply here,

but um the dispatch program, they cannot

be updated. If something goes wrong,

they're they're out. So, this will bring

bring them into be compliant.

>> So, I'll make a motion to suspend the

three reading rule.

>> Second.

>> Councilman Hit.

>> Yes.

>> Councilwoman Trainer,

>> yes.

>> Councilman Stall,

>> yes.

>> Councilman Hayes,

>> yes. Councilwoman Jackman,

>> yes.

>> Councilman Eids,

>> yes.

>> Councilman Boyd,

>> yes.

>> Motion to adopt.

>> Second.

>> Councilman Eids?

>> Yes.

>> Councilman Boyd?

>> Yes.

>> Councilwoman Jackman?

>> Yes.

>> Councilman hit?

>> Yes.

>> Councilman Hayes?

>> Yes.

>> Councilman Stall?

>> Yes. Councilwoman Trainer.

>> Yes.

>> Okay. If you're keeping score in the

audience or at home, this did not have

an emergency clause. That doesn't mean

we can't go ahead and suspend it. It

just won't be enacted tomorrow. There is

a 30-day waiting period. 112-26 has been

suspended and adopted.

Moving on to 113-26.

Motion read by title and number.

>> So moved.

>> Second. Resolution 113-26,

sponsored by John Stall, a resolution

authorizing the auditor to increase

appropriations and transfer funds.

>> The fire department needed to purchase

new MRCs radios before they are no

longer serviceable.

The whole type to have a

it's got the whole thing with them. I

can't explain all of it. I don't know

what it's called, but to do the whole

thing, they just need new ones.

We did apply for a grant, but did not

receive grant money. But this is

necessary. Mr. Saltzman, would you like

to add to this conversation?

>> Yeah. So, the the MarkX radio system is

a statewide system operated by the state

of Ohio. Um that and each county has its

own designated area. Uh that puts all

critical uh communications on the same

type system. We have our own individual

channels in that. Um the radios, the

current radius we have that complete

system in the next six years will be the

the equipment. This equipment we're

talking about will be completely phased

out. So, same system, but it will never

no longer be able to be uh used on that

system as it moves forward. Uh, so we're

trying to get ahead of the game instead

of replacing everything at once. Um, you

know, the idea of the grants. We did

apply for a MarkX grant. There was I I

think it was like 20 times the amount

asked for than what was granted for the

through the state fire marshall. Um, so

we'll continue to look for these grants,

but instead of waiting until it's all at

once, um, we want to bite a little bit

at a time. I I do want to add something

that wasn't in our committee meeting. I

found out today. So currently we have

enough radios that keep our our onduty

first responders have the critical

radios but we do not have them in the

backup trucks where that would be a

critical element is if um you know we're

out on a fire and offduty personnel will

come in take the ladder to a downtown

fire or second incident or something

like that. There's not enough radios to

put them all those positions. So these

radios in that short period of time

would help with the extra pos with the

uh at least the inch charge like on

those vehicles. So,

>> did we have a price on that? I missed

30,000.

>> I think the price I have listed is at

30,000. Is that correct?

>> Thank you.

>> And once again, this is not from the

general fund. It's from the fire general

fund basically to their capital funded.

So, it's within their funds to do it.

>> That's correct.

I'll make a motion to suspend the three

reading rule on it.

>> I'll second.

>> Councilman Stall,

>> yes.

>> Councilman Hayes,

>> yes.

>> Councilman Eids,

>> yes.

>> Councilwoman Trainer,

>> yes.

>> Councilman Hit,

>> yes.

>> Councilwoman Jackman,

>> yes.

>> Councilman Boyd,

>> no.

Move to second.

>> Councilman Boyd.

>> Yes.

>> Councilman hit.

>> Yes.

>> Councilwoman Jackman.

>> Yes.

>> Councilman Hayes.

>> Yes.

>> Councilman Eids.

>> Yes.

>> Councilwoman Trainer.

>> Yes.

>> Councilman Stall.

>> Yes.

>> All right. 113-26

has been suspended and adopted. This one

also did not have an emergency clause,

so it can go into effect in 30 days.

Moving on to 114-26,

sponsored by Greg Eids.

>> So moved. Second.

>> Resolution 114-26

sponsored by Greg Eids, a resolution

decreasing appro appropriations.

>> All right. They gave me the the motion

to uh to uh read by title and number. I

forgot to ask for that part, but that's

what you did, Rich. Thank you. Uh this

one's a fun one because we're actually

going to decrease a fund by uh quite a

bit of money, and this is why the

auditor gets to speak tonight to explain

why we're going to decrease the fund.

>> Um so this is a result of preparing the

budget before end of year. So the

budget's prepared and sent to finance in

September, October and it goes it's of

course through three readings at council

and so invoices for the police project

still had to be paid. So it was a

guesstimate of what we're going to have

in the fund on the line for 2026.

And so now that we've closed out the

year and I know an exact figure, we're

just going to my recommendation is to

decrease that line so it doesn't look

like we have excess funds to spend on

that project.

So clarification, we're decreasing it by

$2,54,31352

or we're decreasing it. So that is the

number that remains.

>> We're decreasing it to match the fund

balance.

>> And the fund balance is

>> well there's things encumbered right

now, too. So

>> it's just confusing because it's a

number that we're decreasing.

We're we're removing that much money

from this hypothetical number or we're

taking it down to this number.

>> We're taking it down to the fund balance

so that the available funds on the

expense line match exactly what's

available in the fund to spend.

>> Okay, that's why

>> there's 1.1

88 237 in that fund right now.

>> So, not on the line. We have to decrease

the line because there's well over $1.1

million on the line.

All right. If if you followed that, good

for you. This is why she had to come

tonight no matter what. It's a confusing

thing, but it's it makes sense. We don't

want to leave more money in there than

what we need. It's if it's not going to

be necessary. Uh there is not an

emergency clause on this. What is What

is your preference, Miss Auditor?

I mean, if you want to amend it to add

the emergency, the the sooner that

figure is accurate, I would appreciate,

but that's up to you guys.

>> Do us all a favor and explain the term

encumbered.

>> Encumbered is when essentially the

department head or Steve gets an invoice

and he enters a requisition and has a

planned payment for that project.

I couldn't

>> those funds are held for a specific

invoice.

>> So that money set aside for a certain

invoice that's coming due or coming up.

>> Correct.

>> I couldn't explain it any better myself.

>> Thank you.

>> You're welcome.

>> I'll make a motion to suspend the three

reading rule.

>> I'll second it.

>> Did you

>> We have We have a motion to suspend. I

think that'll be fine, too.

>> You want an amendment to make an

emergency?

>> That's up to you guys.

>> Well, she suggested it, but we have a

motion. We have to act upon the motion.

>> Perfect. Um,

Congressman Hit.

>> Yes.

>> Congressman Boyd.

>> Councilman Boyd. Yes.

>> Did I say Congress?

>> Congress.

>> You're giving us all.

>> I have such high hopes now. Just

>> All right. Councilman Boyd.

>> Yes.

>> Councilwoman Jackman.

>> Yes.

>> Councilman Hayes.

>> Yes.

>> Councilman Eids.

>> Yes.

>> Councilwoman Trainer.

>> Yes.

>> Councilman Stall.

>> Yes.

>> Move to adopt. Second.

Councilman Boyd.

>> Yes.

>> Councilman Hit.

>> Yes.

>> Councilman Eids,

>> yes.

>> Councilman Hayes,

>> yes.

>> Councilwoman Jackman,

>> yes.

>> Councilman Trainer,

>> yes.

>> Councilman Stall,

>> yes.

>> All right. 114-26

has been suspended and adopted by this

council. Our auditor can make that

change in 30 days.

Moving on to 115-26,

also sponsored by Greg Eids.

I'll accept a motion to read the title

number. Mr. Hayes moved.

>> Second.

>> Resolution 115-26

sponsored by Greg Eids. A resolution to

transfer remaining balances from fund

235 to the general fund.

>> Okay. So in 2014,

the cops fast grant was over. This was

federal money to help pay for police

officers. It started well before that,

but in 2014 that ended. And when it

ended, we had $1,464.98

left in that account that has been

sitting in that account since 2014. This

will allow us to remove this to take

this money and put it in our general

fund.

>> Correct.

Thank you. I'm glad I got it right.

>> You did. Good job.

>> There is not an emergency clause. It's

not that big of a deal. It's been

sitting there for 12 years at this

point. So, we can leave it on if we'd

like to.

We're going to leave that on for the

second reading because I heard Miss

Trainer say that.

All right. We'll move on to 116-26.

sponsored once again by Greg Eids.

>> So moved.

>> Second.

>> Resolution 116-26

sponsored by Greg Eids. A resolution to

adjust the city's capital assessment

threshold from 5,000 to 10,000.

>> And this is the second reason why our

auditors here because this appears to be

a little confusing also. Um this has an

this is an accounting function that if

we raise the threshold, it takes a few

less things that you have to account

for. Is that correct? Within that

threshold that by raising this then

there you're not counting every pencil

and every eraser that we own.

>> Correct. It just changes the threshold

um for our asset tracking. So high

dollar items that the city likes to

track, you know, how long have we had

the item, what its value currently is,

what the depreciation has been since

it's been purchased, um with the cost

and increase of everyday life. Um, this

was a suggestion essentially from our

municipal adviserss. Um, in order to

qualify for this, the city would have to

prove that at least 80% of our assets

currently are $10,000 or more. And the

city met that threshold. We actually um

met 97% of those assets cost more than

$10,000.

>> All right. Who has questions for the

auditor over this?

And aside by Shannon, put that in the

notes.

Um, there is not an emergency clause on

this either. I believe we can leave this

one on. Also,

moving on. 117-26,

a resolution sponsored by Lisa Jackman.

A motion to read by title and number.

>> So moved.

>> Second.

>> Resolution 117-26

sponsored by Lisa Jackman. A resolution

authorizing the safety service director,

the mayor, and the department heads to

apply for various grants.

I think that's pretty self-explanatory,

but this would just speed up the process

and allow the department heads to apply

for the grants as long as the safety

service director approved their applying

for that particular grant.

>> We did it last year, but it's it's not

an ongoing thing.

>> So, we do it every year.

>> Okay.

>> And before that, we did not. and the

safety service director would have to

get legislation to come to council for

every piece and ask for permission to do

this. This speeds the process up.

Sometimes those grants come available or

notification comes available and you

only have a few days to apply. So this

will allow the mayor and safety service

director and department heads with

written approval to do that. Is that

correct?

>> That's correct.

>> Yeah, that is correct. We can apply for

the grants uh if we awarded the grant.

We come back to council for the approval

to accept.

>> This piece does have an emergency clause

on it so that we don't have to wait if

anything comes up.

>> Make a motion to suspend the three

reading rule on it.

>> I'll second.

>> Councilwoman Trainer,

>> yes.

>> Councilman Boyd,

>> yes.

>> Councilman Hayes,

>> yes.

>> Councilwoman Jackman,

>> yes.

Councilman hit.

>> Yes.

>> Councilman Eids.

>> Yes.

>> Councilman Stall.

>> Yes. Move to adopt.

>> Second.

>> Councilman Eids.

>> Yes.

>> Councilman Stall.

>> Yes.

>> Councilwoman Jackman.

>> Yes.

>> Councilman Hayes.

>> Yes.

>> Councilwoman Trainer.

>> Yes.

>> Councilman Hit.

>> Yes. Councilman Boyd.

>> Yes.

>> All right. 117-26

has been suspended and adopted by this

council. Thank you very much. Moving on

to ordinance 118-26 sponsored by Greg

Eids. A motion to read by title and

number.

>> So moved.

>> Second.

>> Ordinance 118-26

sponsored by Greg Eids. An ordinance for

strengths on job descriptions.

So, every time we make a change to our

job or our strength ordinance, we do

have to go through this process. We had

left the uh dispatcher spots on there

since last year, although we added, I

believe at that point, the clerk's

positions, but we still had dispatchers

at that point. All we're doing at this

point is removing the dispatchers

full-time positions from this list. I

did ask if we expected any other

changes. Not at this time. Is that

correct?

>> Correct.

And once again, there is not an

>> want to move forward with this, you can

do that right now.

>> I'll make a motion to suspend the three

reading rule on it. Make a

>> second.

Councilman hit.

>> Yes.

Councilman Boyd,

>> no.

>> Councilwoman Jackman,

>> yes.

>> Councilman Hayes,

>> yes.

>> Councilman Stall,

>> yes.

>> Councilwoman Trainer,

>> no.

Councilman Hayes,

>> yes. I think he answered, but I did not.

>> My answer would be yes, but this motion

will stay on now.

11826 will stay on for the next uh for

the second reading.

All right, that gets us through our new

business unless there's anything I've

missed tonight.

Nope. All right, so we're going to move

on to round table. We're going to start

on the opposite end. Miss Jackman, you

get to go first.

>> And I don't have anything. So, thank

you,

>> Mr. Hayes.

Uh, want to thank all of our city

employees for doing their jobs very

well. Again, want to come back to the

gentlemen that collect our trash and

things. Sanitation department, I know it

was absolutely terrible out there doing

that job and I commend them for that.

Also, our safety services, uh, they're

out in all kinds of weather. Um,

if you get sick, they they're out and if

you have a fire, they're there. So, we

really appreciate the job that they do.

Appreciate council's work tonight. I

think we got a lot done uh moving the

city along. And I just pray the Lord

keeps his hand over this city, keeps us

moving in a good path and watches over

all of our citizens to keep us all safe

and well.

That's all I got. Thank you, Mr. Hayes.

Mr. Hit,

>> uh, the next public service committee

meeting is March 10th at 5 o'clock in

the meeting room next door. That's it.

>> Thank you, Mrs. Trainer. Um, I wanted to

say

thank you. Um, just wanted to say thank

you for everybody that participated in

the downtown um, chocolate walk this

past weekend. I heard great things and a

lot of good feedback from the downtown

businesses. Um, the more we can continue

to support, the better off everybody is.

>> Thank you, Mr. Boyd.

>> Uh, thank you for everyone coming on

out. you know, that's what it takes is

someone coming and actually hearing

what's going on, showing their interest.

Also, that's the main way we hear about

things. Um, I know I've had multiple

calls throughout the last couple weeks,

and I've really enjoyed getting to meet

with different citizens, even if it's,

hey, talking to one that's putting their

item into Mid Ohio's box out here and

noticing we need to make that mail slot

a little bit wider. And so, um, good

talks at the last public service about

making sure and just looking into having

items. You know, tonight we passed

$500,000 for a road repair that there

was nothing put in front of us last week

for this. And so, that's a big one that

we kind of brought up that I'd really

like to make sure we're seeing kind of

what we want before we bring it to us.

Um, also the last piece was going into

the alleys

with us looking into having the new

individuals helping us out or company,

whoever. I do think our sanitation

department brought up a really good

point about how we do have certain areas

where we might not plow the alleys, but

there's trash cans down there. Is that

something we might be able to look into

changing or will that be an issue for

them at all, do you think? that that'll

be something we have to look at. I mean,

so there are a few alleys obviously

they're affected um you know by their

trash. Uh you know, alls I can say, you

know, off the top of my head is that the

code's pretty specific. It's their

responsibility to keep that path clear.

Same with the sidewalks. That doesn't

mean we can't look at things to see how

it work. We But we also have the

concerns of, you know, those alleys

aren't aren't um you know, there's

there's private property in them.

There's dumpsters, things like that. We

don't want to damage equipment. Uh it is

absolutely something we can take a look

to see how that would have impacted in

the future.

>> Yep. I feel just asking whoever puts the

bid on in if they're okay with it or not

would be the best part. So, thank you

very much. And that is all for me. Thank

you everybody.

>> Thank you, Mr. Boyd. Mr. Stall, do you

have anything tonight?

>> No, I have nothing.

>> All right. Uh you brought up a couple

points, Mr. Boyd. I'm going to address

part of that. Um the $500,000 we don't

have we didn't have anything in front of

us. I agree with that. If you noticed

that there was an email that came out

from Mr. Saltzman that basically asked

the the u the heads of each one of these

committees to send an email to them. I

think he would like to have the

documentation. I've talked to employees

who said he demands documentation and I

think that we should have that when we

come to our committees also so that we

can pass that. However, in this case, we

do have a list of roads from a couple

years ago. We know what's been repaired

and what still needs to be repaired. So,

we did have some information, but but I

agree with you on that. Um, our next

meeting will be on March I'm sorry, our

next finance meeting will be March 10th,

6:30 p.m. Uh, is there anything further

to come for this council tonight?

>> Can I have a comment real quick?

>> Yes, sir.

>> So, Greg, off yours and and Tom. So, I I

do agree. Uh, when I saw your comment,

Greg and I have already talked about

that in the past. Um, so I did send it

to the committee chairs asking, "Hey, if

you send that out to the department

heads, myself ahead of time. That way

it's a reminder to them. But on their

side, what you didn't see, I requested

them too to make sure they're prepared."

Now, there there are times that things

are going to come last minute because we

don't know. We're working sometimes up

till Greg, I was talking to you two

hours before council or uh committee

meeting. Um, but to have the courtesy to

at least to the chair to say, "Hey, I'm

going to have something. I I didn't have

it there." but also asking for a little

more information on their presentation.

So, I'm going to be continue to work

with them. You know, our request should

have a little more information. Um, and

and it goes beyond even to what it is

for you even for the resolution. So,

that is something we'll continue to work

on. That's just proper information

sharing. So, we'll continue to work on

that.

>> Thank you. I appreciate that.

>> Okay. This meeting is adjourned.

>> That was pretty quick. Yeah.

This last year would pass all this stuff

next week.

>> It was forever. Hi.
