through business development training,

financial capability education,

coaching, certification, and procurement

readiness support. The program also

includes the alumni engagement

opportunities and structured follow-up

activities to help track business growth

for businesses, certification

advancement, capital access, and

enterprise sustainability. This

initiative supports your rise together

property blueprint goals number two and

three in the workforce development and

economic opportunity pillars of our

office to sustain long-term economic

growth for Franklin County residents and

commissioner Stephanie High Tower, CEO

and president of the Columbus Urban

League as well. Demetrius Carter serving

as vice president of entrepreneurial

services for the Columbus Minority

Business Assistance Center. He's also

serving as a regional director is

present to share remarks and address

concerns and thereafter we will respect

request your approval of this

resolution.

>> I have a question.

>> Um uh I have a question. Thank you,

President Orady. director, can you tell

me um how this program is different than

um or this initiative is different than

the initiative we approved I don't know

maybe two months ago that helps um small

and emerging businesses with

applications um for to be certified and

um I'm blanking on the name of the

organization right now

>> commissioner are you referring to the

build grow

platform with freedom equity

>> okay

>> mm

No. Um and uh the um the lady that's

over it was here and she made some

comments and she brought some uh

entrepreneurs with her that she helped

get certified. Um

>> Commissioner Yeah. Withers, deputy

county administrator. You talk about the

women's business accelerator with

>> McCarthy. Yeah. Thank you. So yeah, if

you could tell me how this is different

from

from that initiative and program that we

funded,

>> I can certainly research that

information and and I I don't want to

just jump out there and give a blanket

answer. I would like to research that

information and give you clear

distinction on both of those two

programs.

>> Okay. And then also like how are we

streamlining

um these initiatives that are similar in

nature? They're both helping uh small

businesses

you know, get certification or put them

in a position where they can be

certified and then a go after um

different funding uh sources. And so I

I'm I'm not saying that there's overlap

here. That's why I was asking the

question to see if there is some

overlap.

>> Um but yeah, I would I would want to

know um how these are different from

what we've already supported this year,

too.

>> Yes, ma'am. I'll certainly research that

information and follow up.

President,

>> thank you. And is that program under

EDC? I can never get the acronym.

>> CDI.

>> Is that It's not. Okay. I All right.

Thank you. Uh good morning,

commissioners, county administrator,

administrators, prosecutor favor. Um as

you know, uh the Columbus Urban League

is more than a century old and we've

worked to close the wealth gap. central

Ohio. Um, and our partnership with ODI

helps us do exactly that. Um, as was

mentioned, this past year through

Incubate her, we served 49

entrepreneurs, exceeding our goal of 45

and 88% graduated. Within six months,

80% had strengthened their financial

literacy and begun scaling their

businesses and 100% were still employed

or running their own companies 90 days

after completing the program. That same

investment powers the minority business

assistance center where we guided 37

businesses through certification this

year which passed our goal of 25 and 16

have already earned their MBE, WBE, EDGE

and VPE certification, the credential

that lets them compete for county

contracts.

These are real businesses and real jobs.

women growing their revenue, hiring

their neighbors, and building wealth

that stays in our community. So, on

behalf of our board and our team, we

thank you for your continued investment

in uh this uh program. I'd also like to

say that this program also is aligned

with a grant that we have with Chase. Um

and these women who graduate through

these program, they are eligible for

working capital uh through um Freedom

Equity. And so, we work with Freedom

Equity. They basically take we they have

a certain pot of money and uh we also

know that minority and womenowned

businesses uh don't have access to

capital and this gives them an

opportunity if they go through our

program then they are eligible to go and

get that capital from freedom equity.

>> All right. Um

Yeah. Um, okay. If there are no

additional comments or questions, I'll

move for approval. Resolution 35626.

>> Second.

>> Moved and seconded. Voting. Commissioner

Cwley.

>> Yes.

>> Commissioner Orady.

>> Yes.

with Commissioner Boyce's noted

abstension.

them in order to make sure that they can

engage students in this with care, uh,

and also help them do the hard things

necessary to navigate tension,

uncomfortable, uh, situations, but

understand that like connection is on

the other side of of that hard work. Um,

and so this past year we uh facilitated

25 exchanges across the central Ohio

12 different districts serveing around

1500 students. Um, it's a K through2

program and what we're dealing with

right now is uh growth and growth of the

program. Um, for a long time it was me

by myself uh running this as my

co-founder moved to DC and recently uh

we've hired a program director who has

done a wonderful job um to navigate this

growth and we are looking to see how we

can organizationally um address that and

continue to grow throughout the the

authorizing a water pollution control

loan fund application to the Ohio

Environmental Protection Agency and the

Ohio Water Development Authority for the

connection phase of the Aina Avenue and

Glattis Glattis Road sanitary sewer

collection system in the amount of

$152,6645.

>> Good morning commissioners and county

administration. I'm Ryan Stowe,

assistant director of sanitary

engineering. In August 2025, newly

installed sanitary sewer on Glattus Road

and Aina Avenue within the county

sanitary Ford district within Prairie

Township became available for

connection. As a staple of the water

quality partner pro partnership program,

financial assistance has been made

available to those residents in the

recently sewered area who meet program

requirements. Those property owners who

apply and are approved receive 100%

assistance to connect to the sanitary

sewer. A total of 13 applications were

received, of which eight were approved.

Of the eight approved, two were adjacent

to the property boundary and require

additional work outside the scope of

this project to prepare them for

connection. At this time, we are moving

forward with the other six through RFP

number 2025-09-18,

whose proposals were due January 6 of

this year. The cost of the work is

estimated to be $152,6645.

A loan in the amount of the project

estimate is being requested from the

Ohio EPA's water pollution control loan

fund. In accordance with the guidelines

established by the Ohio EPA, such

financial assistance will be offered for

a period of 10 years at 0% interest.

This resolution will also allow the

county administrator to submit a water

pollution control loan fund application

to the Ohio EPA and Ohio Water

Development Authority to provide

assistance to connect these homes to the

county sanitary sewer and to sign all

documents necessary to effectuate the

loan. Pending any questions or comments,

I request the approval of this

resolution.

>> March 2025. Franklin County Department

of Sanitary Engineering submitted a

for the engineering and design phase of

the capital proven project known as

South Grer Avenue, EMTT Avenue, Mix

to say. Water main replacement project.

The nomination was placed on the

attended projects list as released um

this past January by the Ohio EPA. The

Jim's water mane replacement project

includes replacing approximately 8,000

linear feet of aging of aging water line

with new ductile iron lanes, 20 new

valves, 13 new hydrants. This project is

also located in the county sanitary

district 4, which is in Prairie

Township. In addition to the new mains,

valves, and hydrants, 84 water services

will be replaced within the rideway. And

given new meters within meter pits, all

roads within the project area will also

be repaved. The current estimate for

this project is 7,913,378.

The Ohio Environmental Prote Prote Prote

Prote Prote Prote Prote Prote Prote

Prote Protection Agency has indicated a

willingness to provide financial

assistance for the engineering and

design phase for a period of 5 years at

0% interest rate. Such a term and rate

will equate to a total debt service

obligation of $791,337

Resolution authorizing an increase in

county water and sanitary sewer capacity

fees.

>> As of April 1st, 2026, the Columbus the

city of Columbus increased their water

and sanitary sewer capacity fees. The

capacity fee is a onetime charge to new

customers connecting to the water

sanitary sewer system. The fees are used

to pay for increases in the demand on

the for the services for sanitary sewer.

Capacity charges pays for added load

placed on equipment and mains to

transport waste water and then process

it at the treatment plant. for water.

The fees pay for the added burden placed

on demand for new water to be processed

at the plant and the mains to get the

water to the customer. The county has

not increased their capacity fees since

2006 when the city of Columbus last did

so. The water capacity fee for all tap

sizes with the exception of 1 in

increased while the sanitary sewer

capacity fee for all sizes increased.

All these changes have been taken into

account and reflected in the proposed

schedules included within this

resolution. Any questions or comments? I

request the approval of this resolution.
