Thank you, Jenny, would you please call the roll? Mr. Keeler?
Yes.
Ms. Johnson, yes, Dr. Lamb?
Yes.
Mayor Amrose Grounds?
Yes.
Ms. Cram?
Yes, Ms. Ludo.
Yes.
I will remind the viewing public that we will reconvene this meeting in this location at 7 p.m.
Okay, we will resume the regular City Council meeting of Monday, March 23rd, 2026, and we have a special treat this evening.
We have Wyandotte Cubsdout, troop 111.
If you, a young man and your scout leader, would like to come forward and lead us in the pledge of allegiance.
Well, thank you all for coming and being with us tonight, and we're really proud of the work that you do in your Cubsdout group, and all of the things that scouting is dedicated to and how that enriches our city.
So thank you for being here tonight, and we have a small gift on behalf of your Dublin City Council members.
For each of you, if you would like to take one of these bags.
There you go for you.
Thank you. Well, you guys, I hear ice cream is in order.
So let's all turn around and face your parents because some of them have their cameras out, and we'll gather together and say Cubsdouts.
One, two, three. Cubsdouts.
All right. We'll have a wonderful evening, and thanks for being here.
Okay, this brings us to the special presentation recognition portion of our agenda, and we have the Memorial Tournament 2026.
We'll sneak peak tonight, and we're so privileged to have Heather Diddy with us. So welcome.
If you would please press your little button. There you go, and your lights on.
Thank you for having me, Mayor Amaro's grooms, and City Council.
You guys may not have been expecting me. I appreciate me filling in tonight.
Dan Sullivan, our executive director, unfortunately, had some emergency dental work this afternoon, so here I am.
But thank you for the time of this afternoon, and he does send his regards and apologies for not being here.
But we're excited to share our complete branding package for the Memorial Tournament presented by Workday for this city.
If you're not already aware, hopefully you are. It is our 50th anniversary this year.
So we are really looking forward to celebrating with you and highlighting our partnership that has been just as long.
So we've got some things to share with you for branding purposes. We really focus on the key areas of high visibility for the Tournament and to highlight our partnership.
So we'll show you that as we go. One thing to note on the front page here is our installation dates of April 20th through the 24th with the intention of being live April 27th, which is a Monday.
And then the tear down dates June, June 8th through the 12th, as a reminder, our tournament is June 1 through 7 this year.
So as we go into the next slide, we'll show you a few key facts that are important.
Our field remains at 72 players this year with a purse of 20 million.
We are a signature event on the tour and several broadcast partners who you are all familiar with remain the same.
Both on linear and digital television with over 40 hours of live and tapes, but that does not include the digital aspects of it.
So we reach over 215 countries and territories. And of course, with our key pillars, which is something you'll see communicated this year of honor, showcase benefit.
Those are kind of our three key words benefit relating to the charities that you see there.
Nationwide Children's Hospital has been our primary beneficiary from the beginning and eat and their play foundation with workday coming on a few years ago.
But then we also donate to over 50 charities in addition to that based on needs. So our honorees this year, make sure we select an honoree for the Tournament David Graham is our honoree and posthumously Alan Robertson.
And then of course, our over 3,000 volunteers who we could not do this without. So some key notes for you there.
And then moving on to the next page. This is just a listing of the signature events that the memorial hosts throughout the year.
The legends lunch in this year is on Tuesday, May 5th. And then followed by that, our media day, the following day on Wednesday, May 6th.
The nice part about this is Mr. Nicholas will be with us for that media day as well. So we're going to be appreciative of his presence for both legends lunch and the media day.
If you haven't already heard, there is a time capsule actually at the in the median of Memorial Mirfield Drive. So we are working with the association to do a reveal on the 6th of May alongside our media day.
So that would be a fun aspect to that particular day. Just a couple of days later, we have our volunteer packet pickup down at Bridge Park on Saturday, the 9th.
And then getting closer to the Tournament Week for Miler on Thursday, May 28th at Mirfield. Our honoree ceremony remains on Wednesday, June 3rd.
Well, we will have David Graham at present along with his family. And then our benefit concert on Thursday, June 4th. And of course, for a fest on the 5th and the 6th, but their final round on Sunday, the 7th.
So we have a jam packed month for the memorial, but we're looking forward to all those particular events.
And then from there, we start to look at the brand presence. So this is what we're looking to have live April 27th. This as you probably look familiar, Riverside Crossing Park, the pavilion there.
Each of those pieces show the artwork that would be on one worthy either other side. So we are really focusing on the word iconic and what has made the Memorial Tournament iconic from the honor showcase benefit factor.
Not just Jack and the players, but of course, all the fans, volunteers and the support that we received along the way.
So as we continue through this, we will bring back the oversized golf balls at Riverside Crossing Park. So that's always a fun piece that people have a chance to go see and take pictures with.
And then as you continue through, this is a new element specifically for the 50th anniversary. This is our logo that is six foot in size along with the oversized pin flags that you see there on the left.
So what we are looking to do is have this particular monument temporarily to own at Riverside Crossing Park to complement the golf balls along with 50 of the flags to represent the 50th anniversary.
So those pin flags will be alongside of it. And then to round out the brand presence, this is also a new element in celebration of the 50th Dublin Link Bridge looking to put the winners and the honorees listed as you walk across the bridge either way.
These are temporary decals that we would place on the bridge so that no matter which way you're walking, you could get a sense of the history of the tournament.
And then finally on the left there, you see some road decals. If you were here for the President's Cup, we did this on Memorial Drive with the Cup logo.
So we'd love to do that to celebrate the 50th anniversary on Memorial Drive as well.
And then as we go through the disc golf that we've had at Riverside Crossing Park, we'd love to bring that back for families and for residents come and joy.
So that is the same disc golf course that we've seen the past couple of years, which has been great. And then moving on from there, the pull banners.
So, appreciative of the city working with us on expanding this program slightly, it's been on Avery Mirfell Drive will take it up to Glick Road.
And then similarly in parallel to that on Dublin Road up to Glick. So those particular placements on Avery Mirfell and Dublin Road are Memorial specific.
But then down in Bridge Park, we do share some of those pull banners with four Fests to promote that down at Bridge Park.
And then additionally these are just some other elements down at Bridge Park, the elevator doors for the parking garages that you see there. So we'll continue the 50th branding on the ground floor level.
And then the AC Hotel, this is the wall scape that we have constructed with you guys the last couple of years. And this is the artwork along with just outside the AC Hotel, continuing the iconic theme.
And then AC interiors, so that's just a look at that piece with workday incorporated. And then as we go through we have just the last slide here to share about the various collaboration points, which we greatly appreciate with you guys.
Communication is key, so that's obviously something that we work hard with the city team as well as visit Dublin parking and traffic.
Obviously an essential piece to the experience for fans and residents alike. And then safety key for all of us. So hospitality continues on course and off course. And then for four Fests, we will continue the drone show as well as part of that on Friday evening.
And then Tournament just to highlight a few other elements. We have our family night. It's for a golf club on Tuesday salute to service day is on Wednesday, folds of honor on Friday, and then our play yellow Sunday. So we're rounding out with several things that people can do throughout the week with us.
And then from a community standpoint, just to call out the really looking at this is a collaboration effort to celebrate the 50th anniversary not only with the city, but visit Dublin Dublin Historical Society and all those that Dublin Arts Council as well. So a lot of collaborative efforts to celebrate the 50th.
I believe that's about it. So if anyone has any questions, I'd be happy to help.
Great. Thank you.
Well, we are so very excited. It is certainly going to be a fantastic celebration. And you know, we have the artwork unveiling and things other things going on in the city as well that we're really looking forward to. And I think we just want to thank you for your partnership.
You know, this is an exceptional opportunity for this community to the stats that you raise about the number of television hours in the countries around the world that pay attention.
I think as we all travel, people will say, oh, yeah, the memorial tournament. So it is certainly a global event. And we really appreciate the partnership and the opportunity to bring it to our residents and the.
I'm always stunned when Jim Nance talks about the city of Dublin on Sunday and evidently he'll talk about the restaurants he ate in and all of those things. And certainly that is a great benefit to our business community as well.
So thank you. We look forward to a great week or month of partnership and exciting events.
Yeah. Thank you.

Thank you and I have the answer any questions you may have.
Very good thank you. Is there anyone present this evening from the general public that would like to speak relative to this legislation?
Hearing none council questions discussion.
Jenny when will construction begin on these bids open this Wednesday and then we will set the construction timeline.
Great when it's the pre bed or the pre construction meetings is scheduled.
So we hope for yet this spring.
Oh yeah it should start you know May June somewhere in there.
Great.
Okay well we will look forward to us hearing this again at second reading public hearing scheduled for April the 13th.
This brings us ordinance 23-26.
Authorizing the city manager to execute an accept necessary conveyance documents and contracts to acquire 0.071 acre easement from the property located at 6.939.
We will go back to Brian Gabel.
Welcome back.
Good evening again members of council.
The Shire rings road ironman road to cause great road project will construct a shared use path along the south side of Shire rings road connecting to the public.
Thank you and our staff report we will go back to Brian Gabel.
Welcome back.
Good evening again members of council.
Shire rings road ironman road to cause great road project will construct a shared use path along the south side of Shire rings road connecting to existing shared use paths and improving the overall shared use path network connectivity.
In 2024 the city entered an agreement for the construction and maintenance of this path with Washington Township.
The township submitted and received a link us grant funding in 2026 acquisition of property interest from 9 property owners in the project area is necessary to construct the project.
The ordinance before council this evening provides for one acquisition of property is detailed in the staff memo.
The city has participated in good faith discussions with the property owners and have arrived at mutually agreeable terms.
This completes the acquisitions for the project except for one that is proceeding through the appropriation process.
The adoption of this ordinance authorizes the city manager to execute all necessary conveyance documents and contracts to formally acquire the necessary property interest.
I have recommends adoption of ordinance 23-26 at the second read in public hearing on April 13th, 2026 and I will do my best to address any questions council may have regarding this ordinance.
Very good. Thank you. Is there anyone present this evening from the general public that would like to speak relative to this legislation hearing none council questions discussion.
I'm just curious the timeline for the appropriations for the final parcel and then how that might impact construction timing.
Yeah, it's a great question. Currently we're kind of in a newer territory where we're trying to find the owner.
That's been the struggle here so legal is helping us with a lot trying to see if we can find you know shake out ways to locate the owner.
Our hope is that we can find the owner come mutually agreeable terms get that done and sell the project yet this year.
If it has to go through appropriation through the courts were at the mercy of when the courts will schedule us which could be up to a year so at that point we'll do what we can to sort out the funding with link us see if we can shift if need be.
If not we'll find a way to still go ahead with the project in some way but we may have to figure out whether we have a small gap for a time or how to approach that best.
Other questions.
If it goes smoothly this might be the first link us project completed and I think that would be a great testimony to the ballot initiative and what it was designed to accomplish.
So hopefully we have good luck in locating that owner and that all as well on their end and we can come to a mutually agreement number.
Okay we will look forward to second reading public hearing scheduled for April the 13th this brings us to the introduction public hearing vote resolutions resolution 13-26.
Accepting the lowest and best bid for the street maintenance program 2026 phase one.
I want to say very good and we're going to stick with Brian for our staff report.
Good evening and members of council.
Staff conducted a competitive bid for the street maintenance program 2026 phase one which consists of replacing deteriorated concrete curb and gutter street base stabilization million of deteriorated pavement services placement of new asphalt pavement and other associated street maintenance work.
This will maintain the average pavement condition index or PCI of a roadway network in a good condition.
This program is funded from the 2026 through 2030 capital improvements program in the amount of 7,400,000 from the annual street maintenance program and 875,000 from the traffic signal electrical excuse me traffic signal and electrical infrastructure maintenance program for a combined funding of $8,275,000.
The engineers estimate for phase one of the 2026 program is $4,26,000.
On February 12th, 2026 five bids were received and publicly opened. The Shelley company submitted the lowest and best bid of $3,464,369.85.
Construction is expected to commence in April and be complete in October of this year.
Staff recommends council approval of this resolution accepting as lowest and best the bid of the Shelley company in the amount of $3,464,369.85 for the phase one of the 2026 program.
I will do my best to address any questions council may have regarding this resolution.
Very good thank you want to take a moment for public comment is there anyone present from the general public that would like to speak relative to this legislation hearing none council questions discussion.
I just have a real quick question on the scope is it's purely just the paving portion of it or does it include the median so like on Emerald Parkway I see you're repaving it but does it include the
mediums kind of between hard road and so fixing the concrete that's broken on those mediums.
Yeah the stamp concrete is going to be removed with this as we've done with other sections of Emerald as we've gone along.
This is I believe the last section that has that stamped concrete so it's going to be removed and replaced with break.
Okay and that includes like the stamp concrete on top it also the concrete the curbing I guess of the median as well.
If the curbs damage will replace it yeah.
Great thank you.
Any questions.
Jenny which police call the role.
Dr. Lamb.
Yes.
Miss Aluto.
Yes.
Miss Cram.
Yes.
Miss Johnson.
Yes.
Mayor Amro's grooms.
Yes.
Mr. Keeler.
Yes.
Okay resolution 14-26.
Accepting the lowest and best bid for the street maintenance program 2026 phase two.
I'll introduce it.
It's not broke we won't fix it right.
Good things coming three's or fours.
Staff conducted a competitive bid for the street maintenance program 2026 phase two.
Which similar to phase one consists of a variety of street maintenance work.
This program is funded from the 2026 through 2030 capital improvements program is referenced during the phase one resolution for a combined funding of 8,275,000.
The engineers estimate for phase two of the 2026 program is four million two hundred thousand dollars.
On March 4th, 2026 four bids were received and publicly opened.
Straws are paving company and corporates submitted the lowest and best bid of three million four hundred and forty six thousand three hundred and twenty eight dollars and eighty five cents.
Construction is expected to commence in April and be complete by October this year or in October this year.
The total of both street maintenance program low bids received is seven hundred and twenty three thousand six hundred eighty seven dollars and forty five cents under the budget amount for the street maintenance program within the CIP.
As referenced in the staff memo excuse me staff memo.
Other projects planned in 2026 will utilize much of the funding remaining in this account.
Staff recommends council approval of this resolution accepting as lowest and best the bid of straws or paving company incorporated in the amount of three million five hundred and forty six thousand three hundred and twenty eight dollars and eighty five cents for phase two of the 2026 program.
And I will do my best to address any questions council may have regarding this resolution.
Very good thank you public comment is there anyone present this evening that would like to speak relative to this legislation hearing none council questions discussion.
I have one right it looks like there's going to be one point two six four and change million dollars left over after in in the budget after these two.
What is it that we would intend or their projects that we we would like to see maybe that we didn't get identified in the budget season thinking we may not have room for it will be adding some projects or.
That's a great question so one of the projects that we recognize needed to be kind of advance in the CIP for twenty twenty seven with some work at Dublin and Emerald intersection that work.
Includes the signal includes dealing with the stamp concrete putting in additional ramps having to modify the signal several other key items.
Due to material lead times we needed to order the stuff in advance so it means we have to design it we have to budget it a year early so much of that project work is accounted for in here it'll be I think our estimate right now is about eight hundred and fifty thousand overall.
So that's the lion's share of the remainder and then staff is in conversations about potentially advancing.
I'm more or two of the lower end of the streets within our program to be able to take the rest of that amount.
Very good thank you.
There's nothing further Jenny which call the role is cram yes miss Johnson yes Dr. Lamb yes miss Aludo yes Mr. Keeler yes mayor Ambrose Grounds yes.
Okay this brings us to the other business portion of our agenda and we will begin with the north market wine festival alcohol waiver in our staff report will be from Alice in the Roy welcome.
Good evening members of council this is a request to serve alcohol on public property for the annual wine festival this is the third year of this event and it will take place on September 18th from five to ten p.m.
Those are the same hours that they have operated in the past and we will work with them on their security plan and their fencing details.
And they will be required to have special duty officers on site and staff recommends approval of north markets requests for an alcohol waiver on city property for their wine fest in September.
And I can answer any questions you may have.
Very good thank you take a moment for public comment is there anyone present from the general public that would like to speak relative to this agenda item hearing none council questions discussion.
Okay I will make a motion to approve the alcohol waiver request for the north market wine festival is there a second second thank you Jenny would you please call the role.
Ms. Johnson yes Dr. Lamb yes Miss Aluto yes Ms. Cram yes mayor Amros grooms yes Mr. Keeler yes.
Okay this brings us to the door expansion block G and Riverside Park Cross Riverside Crossing Park and we will stick with Allison for our staff report.
Good evening again.
This is the first time that I am coming back to council to request an extension of the boundaries since we established the single door in 2022.
And we first combined those back of that time because at the time we had an east door and a west door and we wanted to make the connection over the bridge and the park and you can see in this map it is sometimes confusing.
The sort of off beige yellowish is what we call the active door area so that's now if you went to our website and wanted to see where could I take a door a drink.
It's those that beige boundary the purple boundary what that is is what is in the official boundary approved by the state of Ohio but the state of Ohio lets council decide how much of that they want to be active.
So when we established this we knew that there would be additional buildings and restaurants and such involved coming on so that that's why there is the difference between the two areas.
So anything in purple is not currently active so this year in town golf club did open up and we realize that they were not in the official active door area.
So part of this is to just activate their corner there as you can see on the corner of Bridge Park Ave and Mooney on the north east corner.
So in order to also make sure that they have access from the sidewalk we need to activate a certain bit of Mooney on the sidewalk there.
And you can see where that sits in that space there.
We also when we were looking at it we wanted to look at the pedestrian access and the movement throughout the district itself and especially with Bristol Republic which will be opening up around Memorial Tournament time.
We know there's going to be a lot more walking in that specific area Bristol is going to be in that southeast corner of Mooney and Bridge Park Avenue.
And so we wanted to we thought it would be a good idea to request to activate that sidewalk as well.
Now when we do that we don't have to activate the parking garages because I know that was of concern in the past that we didn't want to allow the door drinks in the parking garages so we can still keep the parking garages out of that active area.
Also currently in Riverside Crossing Park the only active areas are the paved areas so if you can kind of see here it's sort of where the ice rink is now and then down by the fountain.
But now that the grass is active so for example last year we came back and asked for the grass area to be activated during the summer series.
And at that time council had requests or talked about what does it take to activate that area and we started looking at some of the other doors around Central Hyal for example the one that's in the arena district.
Their door is only active when there are specific events so if there's a crew game or Clippers game or Blue Jackets game so they're only active during those event nights.
So looking at something like that and also knowing we wanted to simplify the process for some of our events going through our system that we talked about in the community events road map.
We are requesting that staff could activate that grass area just by going through the community event permit.
The community event permit so you know the police are there we have street staff so they all get reviewed and especially any event that would request that that's going to require a meeting that we discussed the whole thing.
So this won't happen often but we have been having more requests just to let that lawn.
When we activate the lawn the forest area it will still remain outside the door area so we have had some concerns up about people walking and wandering in that area but it would only be the sidewalk east.
So we are recommending that expansion on the sidewalks on Mooney Street south of Larimer and north of Longshore Street as well as the property at 6620 Mooney Street where the golf club is and we also recommend approval of Dora in the Riverside Crossing Park through the community event permitting process and I can answer any questions that council may have on this.
Very good thank you. Is there anyone present from the general public that would like to speak relative to this agenda item hearing none council questions discussion.
I was just going to throw this out there that I mean I'm okay with activating the door in the grass areas of Riverside Crossing Park all of the time.
I just think it's confusing and hard for people to know that oh I can walk to the plaza or cross the bridge and I can go down to the fountain but then I can't go into the grass or walk.
I mean if you're down on the northern end at like kitchen social and you cross come across there and you want to cut across the park you would have your glass you could have your glass with you and stuff.
I mean again it's not like it's anyone in any alcohol beverages that still has to be in the door cup and I just think it'd be simpler it'd be easier for people to know.
I know when we were doing the Shared Rock event there I mean people clearly had their door cups with them in the Shared Rock and they were in the grass but I mean I don't see a problem with doing it to me I suggest we do that just to simplify things.
So it's been a respectful and using the trash cams. That's just my thought.
Yeah I actually would tend to agree with you Amy. I'm very appreciative that council has taken a pretty conservative and slow role approach to this whole door thing.
I think that we've proven that it works really well that we can do it really well.
I have no problem with making it simpler activating the areas that you've requested because it makes perfect sense especially with the new places coming online and then leaving the lawn.
As part of the active door area I think it's simplifies things it would be not as much work on staff to have to try to prove it through the events process.
And again I just appreciate that we've taken that slow role approach how many years has it been now that we've been doing this.
The first door went in in 2021.
Yeah in 22 is when we combined them.
So I really appreciate that staff and my fellow council members have brought this through an iterative process.
I'm very comfortable with that. Thank you.
I agree with my colleagues.
From the staff perspective is there a reason why you only requested the activation during events as opposed to just having it all the time?
No I think we were just leaning to the more conservative side and we have not had any issues in there.
We do know and it's funny that you said the Shamrock I didn't notice that but if you did.
But yeah it is very confusing and we've talked about do we put some extra signage there but then that also you know does that junk up the park when you're putting more signage and such.
So yeah I think from a staff perspective we would be supportive of that.
And then I concur as well.
It's a lot easier to add places than take them away so we didn't want people to get accustomed to being in a space and allowing to have an open container there and then saying,
oh you can't be here and they're like well last week I could.
So that was part of the thinking.
I'm assuming that the will need to place additional waste receptacles in the park then obviously.
Yeah well we'll continue to monitor what's nice about that area is we have staff there all the time that are really good about that trash and we have some interesting recycling bins and the crushers or whatever I'm sure there's a more technical name for that.
Now I support this as well.
Okay well I will make a motion to approve the expansion of the active door area to block G and Riverside crossing park lawn areas making the Riverside crossing park lawn areas permanent.
Second.
Second.
Thank you.
Jenny would you please call the roll.
Mayor M. Rosegrooms.
Yes.
Dr. Lam.
Yes.
Miss Aluto.
Yes. Miss Kram.
Yes.
Mr. Keeler.
Yes.
Miss Johnson.
Yes.
Okay.
In the vein of talking all things Dora we have next door extension for the Columbus crew World Cup Watch Party and again we'll stay with Alison.
So this next request is obviously a brand new request and we are assuming that it's a one time request given that the World Cup is only in the US maybe once in our lifetime.
But the crew has approached us and Crawford hoeing about having an official watch party on this specific night on June 12th.
That is the night that the USA plays in the World Cup in LA.
Hence the time why it is so much later than we would normally expect.
But we do expect this to be a large event and the Columbus crew is going to be doing official watch parties and other areas of Central Ohio.
But we really feel like this is kind of the premier event being that that first night.
And so what they are asking is for us to extend the door because the game will go so late.
If you know soccer you know don't exactly know when it will end.
So that's why they are requesting the 11 p.m.
Well, requesting midnight to encase the match runs over.
And it's going to be a very similar footprint to for fest.
They're going to be putting up the large screens and they're going to be doing door stations out of all the events.
So they're not going to be adding any extra beer servers but they'll have some food trucks.
They'll have some tables out there.
The whole community will be encouraged to come out and celebrate for that event.
So we have not had our official event permit review but we wanted to get this in front of you early enough so that they had time to make sure that they could plan correctly.
So we are actually meeting with them in the coming weeks to go over all the details and in that we will determine what the security plan will be.
And you know where we will have the barricades and things like that to be able to block off the different roads.
But I can try to answer any questions that you might have about this event but staff does recommend approval of extending the door hours for this special event on June 12th, 2026.
Very good thank you.
Take a moment for public comment.
Is there anyone present this evening that would like to speak relative to this agenda item hearing none council questions discussion.
So I just want to be sympathetic to the residents of Bridge Park.
I suppose if you live in Bridge Park, you've either grown accustomed to some of the establishments staying open until midnight anyway.
People coming and going and the number of events that are planned but I certainly feel for folks that want to get a good night's sleep and turn in early.
I see the event ends is tentatively ending at 11.
So I'd be more in favor of extending it just one hour.
But it's not a hill to die on for me, thanks.
And we can also talk to them about the sound system as well when we have the event permit meeting.
So I think one of the things they were concerned about is even if they, you know, we could shut off the match, shut off the TVs.
But then suddenly somebody is standing there with their door during to they have to quickly dump it and run into one of the establishments because the establishments be open.
But that is something we can definitely bring up with them that the sound could be turned off as soon as the game is over.
I too am sympathetic.
I mean that gets pretty late and you do see people with families living in there.
If there's something that we could do, if there's some flexibility there, I certainly would be sympathetic to that.
You know, this event is on a Friday night June 12th and I don't know if perhaps we need in our security plans.
Sometimes I feel like when the evenings are particularly beautiful, the numbers grow exponentially.
And they anticipate X, right.
And I feel like they get X plus 500 in a particularly lovely evening.
And so I don't know if that what we can do that can help, you know, certainly we can't predict the weather that far out.
And maybe there'll be a thunderstorm and there'll be 300 people there.
We simply don't know what that's going to be.
But I would like us to start maybe contemplating something about, you know, what are our contingency plans in these areas.
You know, I know there's been a couple of four fest nights where it just got to be really crowded in a hurry.
And for me that's concerning because at the end of the day we're responsible for safety in those areas.
And you know, chief and our staff do a great job.
But maybe we need to have some sort of contingency on calls, something in the event that crowds grow larger than, you know, they put a number on their application.
So not, it's not specific to this one.
But generally speaking, I think it might be appropriate for us to contemplate some of those things.
Okay, well, if there are no other comments, I will make a motion to approve the temporary extension of the Dora hours on Friday, June 12th to permit sales through 1159 PM or earlier.
I have a second.
Thank you. Jenny, which please call the role?
Mr. Keeler?
Yes.
Miss Cram?
Yes. Mayor Amrosgrooms?
Yes.
Miss Johnson?
Yes.
Dr. Lamb?
Yes.
Miss Aluda?
Yes.
Okay. This brings us to the memorial tournament temporary sign approval requests and we'll go back to Allison for the presentation.
I think Heather largely gave us.
Oh, I'm sorry.
Heather did go over it.
And we thank Heather for stepping in at last minute because she wasn't fully repaired.
But we do request all of the items that she or we recommend approval of the signage items that she went over.
And I can go into any of the specifics that you might not have asked questions.
The new ones just for your awareness.
And I think she really talked about that is of course the decals on the bridge.
And I think this is the first time we've had decals on the bridge.
But we do have a we've had them in the area on the plaza there in other places.
And we do know that they're you know how to put them down and take them up as well.
And then this piece is also a new piece which you know I think is you know emblematic of the anniversary year.
I can try to answer any questions that you might have.
Very good. Thank you.
Is there anyone present from the general public that would like to speak relative to the agenda item?
Hearing none, council questions, discussion?
I really like the one on the bridge with all the champions.
I think that's a great like literal walk through history.
I think that's maybe my favorite of the bunch is people walking through and seeing Tiger Woods name three times and all of that.
So something to look forward to.
Okay, I will make a motion to approve the temporary signage request as proposed for the memorial tournament.
Second.
Thank you.
Jenny, would you please call the role?
Miss Aludo.
Yes.
Mayor Amrosgrooms.
Yes.
Mr. Keeler.
Yes.
Ms. Cram.
Yes.
Ms. Johnson.
Yes.
Dr. Lam.
Yes.
Okay.
This brings us to the Westbridge Street corridor visioning update and we'll have a new face in Jenny Rouse.
I'll try not to.
I'll try not to disappoint.
Good evening everybody.
So before you tonight we wanted to provide an update about the bridge street visioning study that was presented in part to council in July of last year.
Related to the east side of bridge street and that presentation really was that first phase of this larger corridor study.
This year, or beginning up, excuse me, end of last year beginning through the middle of this year, really focusing on the Westbridge Street portion of this.
So how this function as a larger corridor.
So I wanted to bring an update to you tonight and then highlight some events that are coming up and just share an update of this project in general.
So in terms of the project background, as I mentioned, right, the bridge street district.
Actually, the bridge street corridor is really looking at that east west corridor that runs through the city and how that roadway, as you all know, has evolved over time, right.
Very particularly that east side, particularly looking at the development pattern, how, you know, it's very transportation forward in terms of vehicle that suburban design model.
And as we've transitioned over time, particularly with the bridge street district and the implementation of development with that particular area.
And then as we're moving west through the historic district and then towards the 270 interchange really looking at that opportunity to look at this area holistically and how to help share that implementation strategy for
aligning with envisioned Dublin and the strategies that we went through as part of that that large conversation and paradigm shift to be more pedestrian friendly and pedestrian oriented and looking at all modes of transportation, as well as then the opportunity as we talked about another project, the link future link us connection and that bus rapid transit that could potentially happen along this quarter.
We looked at this over and are looking at this project overall in sort of that two phased approach but trying to understand and identify what this could look like and what that pattern of development from a street scape could look like.
So again, this just sort of highlights our two areas within the corridor and what we're looking at.
So again, our major focus areas within this are looking at how we're managing speed but also looking at how we're providing that safe pedestrian movement looking at all these mobility options, how are we making sure that we're transforming this corridor into something that serves all all users.
Another portion of this is as I mentioned as redevelopment is happening, how are we thinking about that from a planning standpoint when the development communities coming forward with projects, what's that vision that we want to set for this in terms of how that street scape looks where you know sidewalks lane with all those kinds of things and how would we then also look at incorporating the transit options, including link us that I mentioned.
And really again, as I said, shifting that paradigm and how are we focusing on pedestrian safety, right, what are those facilities look like along this whole corridor and how do we make sure that this vision and visioning for that really helps support that.
So just as a quick overview, when we provided all those details in your packet for reference, if our new council members that didn't have the benefit of that presentation, the East Bridge Street study was presented to council in July of last year, and as part of that study, which was a pretty extensive with consultant support provided five design alternatives for council to consider.
It really looked at again, the lane with pedestrian facilities, bike paths, all those pieces, and again, how and where would that feature link us happen when that comes to fruition.
So we had some good discussion about that. There was a recommended alternative that we talked about in the end council had a lot of discussion around, right, we're looking at reducing the number of travel lanes, what does that look like, how are we handling on street parking, what's the role of that, how would that fit seamlessly, and how do we make sure that we have that.
And how do we make that change over time, how are we accommodating these bicycle and pedestrian facilities, what's the character of this roadway.
We also talked about general sort of project timing, like how this could happen, particularly as development comes online, and then looking at what other coordination support can we see and integrate as part of a future development or projects coming forward along that corridor.
That council feedback, we have committed to some follow-ups, which is looking at this overall recommendations, doing some evaluations of that, carrying that forward.
So at that time, we knew we were going to do the Westbridge Street portion of this, so taking those comments and under consideration as we look at that, and then really looking at the whole corridor from sawmill to 270, and then how does that fit within the larger region, right?
So that's part that we are focused on, but that fits into this bigger picture, so how do we bring that forward to council?
So that's part of what we're doing with this Westbridge Street study.
So again, we're at this point looking at in more detail, similar to what we did on the east side, but for that West portion.
The river to France Road, that interchange area, what does that look like?
We're also with our consultant team looking at the recommendations of the eastbridge street to make sure that those all will align as we look at this corridor in whole.
And as part of this West side, we have included a new consultant, which is Spec Dempsey, who is very nationally known for walkability.
Jeff Spec particularly spoke at the sustainability, Morpsey sustainability conference in 2024, if anybody attended that.
So really great background in terms of walkability and what that feels like, and how those sort of honestly simple design solutions can really make a huge difference.
So he's been a great add to our team, and we kicked this off in November of last year, and are working towards these goals and objectives, which again is similar to what we did on the west side, but how is that pedestrian connectivity happening?
How are we dealing with the feasibility of on-street parking, street skate, BRT, crosswalk safety in particular, and then how do those future street connections that are outlined in the bridge street code?
How do we make sure we're continuing to implement that? Because the creation of that grid really helps to distribute traffic, and that is a piece of the bigger puzzle.
So in terms of next steps that we wanted to highlight for you related to this is that Jeff Spec is going to come back and do a presentation on the walkability, walkability cities, and that's going to be on April 14th, and that is on your council calendar.
So that's a Tuesday evening, and that's going to be at the Wendy's corporate conference center.
So he's going to be here doing that presentation, which is open to the public, which is a really great opportunity for us.
Again, really great, really great talk.
So we're excited about that, and then our goal will be following that to be back to council in a work session format so that we can talk through all the recommendations for that entire court or let you all have some opportunity.
The consultants will be here as well, answer questions, talk through what those recommendations are, with then our goal of having this larger study complete here at late summer early fall of 26 or goals.
Just try to wrap this up because again, we do have a lot of development projects along that corridor and how we're making sure that we're providing direction to everybody as part of that.
So the only thing really from you unless you have questions of me, which I'm happy to answer, is that when he's here, he'll be here also on that Wednesday morning and has offered to do walking tours with council, and we can arrange that depending on your interest.
But it was really beneficial. Staff did that in November, and it's, again, having worked here for a long time, and you're on that corridor in different pieces but to walk it from essentially the Kroger development all the way to the other side of the roundabout to bridge parts of very interesting experience.
So definitely want to get feedback from you all. That's something of interest. It would be during the daytime, so I know that some of work schedules and things like that.
We can try to accommodate that as best we can and group you appropriately, but definitely want your feedback if that's something you're interested in.
And again, happy to answer any questions.
Very good. Thank you. I'm going to take a moment for public comment. Is there anyone present this evening that would like to speak relative to this agenda item?
Hearing none, council questions, discussion?
I just want to say thank you for including the history. It was very informative and very detailed and very ambitious. So thank you for that.
I would be interested in the walking tour, but it just depends on the time. And so maybe as that has a little more like detail to it, if you let us know, that would be great.
We can coordinate that through Jenny and provide some options and get a better sense of that. But if you generally seem interested, we can see how that works.
Great. Yeah. I would be interested in that tour that morning.
We'll proceed with trying to figure out what the timing looks like.
Great. Thank you.
Thank you. Thanks.
Okay. This brings us to staff comments and we'll turn it over to our very own Megan O'Gallion.
Good evening, members of council. I have just a couple of brief updates with it being spring.
This is spring cleaning season. So we have scheduled our annual sustainable Saturday event and that's going to be held at the service center on April 11th from 8 a.m. to 1 p.m.
Last year, we diverted a total of 46.22 tons of material at this event alone. So our residents have certainly grown to appreciate this opportunity.
The annual event helps advance our sustainability plans goal of expanding community recycling by improving accessibility to our residents and also to those that travel to Dublin to participate in the event.
And I look forward to seeing everybody there.
And lastly, the city was recently awarded $120,000 in 53-10 funding through the Mid Ohio Regional Planning Commission or Marpsie and that marks the seventh consecutive year that we have received that grant award.
These federal funds support transportation services for older adults and individuals with disabilities and that helps to ensure mobility options are available for residents who may not be able to drive.
The funding will directly support operations of the Dublin connector for our seniors and residents with disabilities specifically, which provides on-demand transportation within the community.
And we appreciate Marpsie's partnership on this initiative all these years and the continued regional investment in providing equitable and accessible transportation options for our residents. And that's all I have. Thank you.
Very good. Thank you. This will bring us to council reports committee reports. We'll start with the finance committee. Thank you.
The finance committee met on March 18th for one discussion item and that was the city's enterprise fund policy.
The committee received a review of the city's of Dublin's enterprise fund policy for water and sanitary sewer services including fund structure reserves, capital planning and debt considerations.
The staff also introduced an enterprise fund approach for a potential EV charger program.
The committee was supportive of establishing a defined fund balance or working capital target. So staff will be bringing that back to us to have a discussion.
Staff noted that the new utility rate study would begin in spring of 2026 with recommendations expected early this fall.
The committee discussed maintaining a regular study cadence and considering interim adjustments to help avoid significant rate increases rather than having large gaps between those discussions.
There was also support for operating the EV charger program as a self-sustaining enterprise fund with a measured expansion of approximately one to two chargers per year to help allow for businesses to catch up and provide charging capabilities as well.
So next steps include initiating the rate study this spring and bringing recommendations to full council in early fall, potentially as a multi-year rate plan.
And as part of the 2027 budget process staff will develop a fund balance policy, continue refining capital planning, evaluate debt policy alignment and establish the EV charger fund and fee structure as the program moves forward to have pretty answer any questions.
Thank you. Thank you. Okay. Liaison reports will start with the board of education. Dr. Lam.
Thank you. Councilmember Deroce and I and also city staff met with the DCS school board chair and staff on March 2nd at annual campus.
And this was our first meeting so we first took time to do some introductions. I'm also share a few of the significant activities that both the schools and the city are undertaking in 2026.
The superintendents on key share some some of the high school redistricting work that they're going to be marking upon beginning with focus groups and continue throughout the year with support of a new consulting firm.
They also talked about or they they shared a brief overview of the financial structures and the funding sources of the school district and provided some background to the new group.
The city staff reviewed council's 2026 goals we shared an update on the future code update regarding electric and motorized vehicles and mini bikes and discuss opportunities for shared communications with students and parents as a rollout of these new rules is expected for later this year.
We also discussed some opportunities for increase engagement and information sharing. We thank the school leadership for the opportunities for these meetings and discuss some of the shared opportunities for commuting the schools and our next meeting is scheduled for May 4th.
Thank you. I'm happy to answer any questions.
Great. Thank you.
There's 33 corridor group and the 161 corridor group.
So the 33 corridor group first met on February 13th and we did not have a March meeting will be meeting again on April 10th so nothing to report there.
The 161 corridor group kicks off this Friday the 20s at the 27th somebody helping with my dates but this Friday will be meeting with the 161 corridor group so we'll be able to report next month next meeting.
Very good. Thank you. The Sports Ohio Steering Committee Council members of Ludo and Keeler.
Miss Kram planning and zoning commission and the architectural review board.
Actually, I was fairly quiet. The architectural review board meeting board this week, which was scheduled for March 25th has been canceled for lack of agenda.
Very good. Ms. Johnson, Washington Township, liaison.
Washington Township is joining the 161 corridor group and they'll be present at the kickoff this Friday. Eric Richter will be present at that meeting.
Washington Township is also working through a new development proposal. They call it the gateway development. It's a retail development at 161 and Weldon Road so that sits west of Dublin Green.
It spans two counties, two townships so it's got some detail to it and I believe they've already engaged with Megan for awareness and input so I had the pleasure of onboarding with the township administrator and the fire chief on the 19th.
It was very informative and very impressive and they gave me a binder of materials that was easy to read so if anybody's interested in what's happening in Washington Township.
I'd be happy to share that binder. I'm not quite through it yet, but again, it was it was very comprehensive and they kicked off their strategic planning this past Friday.
Very good. Thank you. Dr. Lamb, the Dublin Wellness Alliance.
Thank you. The Dublin Wellness Alliance meeting that was scheduled for today has been postponed to April the 6th so we still have not yet met.
Thank you. Mr. Kieler, Arts Council, Logan Union, Champaign County Regional Planning Commission.
So excitement is certainly building around the Memorial Tournament and in that vein, the swing art installation is due to be installed April 8th through the 10th at Wittingham and Mirfield Drive and I have nothing to report on the Logan Union, Champaign County Commission.
Thanks. Very good. Thank you. And then I will deliver the Morpsey update. So Morpsey Commission meeting was held on March the 12th. We welcome Sharon Township, I believe, is the 94th member of Morpsey.
Also had our annual air quality report and passed this complete streets policy so look forward to the projects that will be coming forward as a result of that.
And this brings us to Council Roundtable and I will start down here to my far right Amy.
Okay. On Friday, March 20th, I attended Morpsey's annual stay. The region was several other council members and our very own Chris Emerow's grooms was recognized by Morpsey as the Regional Leadership Award winner for this year. So congratulations to her for that.
Thank you.
This past Saturday, I had the absolute pleasure of meeting with some residents of the Bridge Park West Condo Association and lots of questions and lots of open-mindedness about the development that's happening in the historic district.
I did invite them to the groundbreaking for the new co-hatch development on the 16th, so hopefully we'll see some faces there.
I did bring up something that I think is a bit of a longer term ask but with the, you know, the pending of the Memorial Tournament, so close.
The speed on Dublin Road between Emerow Parkway and the North Riverview street crossing tends to drop quickly and so just maybe thinking in advance around the Memorial Tournament for people who are out of town.
I'm curious. This is more of a question that we can follow up on. Do we do any temporary changes in speed limits in sensitive areas or anything like that? Okay.
That's all I wanted to bring up to see if that was, if we do that, and if that would be a possibility for a target zone for maybe overdue speed around the Memorial Tournament for sure, but can discuss that future.
Thanks.
Very good. Thank you, Christina.
Thank you so much, so congratulations.
Thank you.
Great news on from last week.
I just wanted to say a quick thank you to staff for putting together a sustainable Saturday.
I've had several people tell me that they literally save up their cardboard to take to that event, as well as their electronics and things that you normally would not want to throw away.
I really appreciate that and the diversion from the landfill because the more we can divert from the landfill, the longer that we can have a safe landfill that has capacity.
So a big thank you to staff for that. It's a very, very popular event. Thanks. That's it.
Great.
So this past month, I had the honor of attending two iftars to celebrate the Holy Month of Ramadan that just concluded.
The first was March 4th. It was an interfaith iftar hosted at North.
The second was hosted by my church at the Dublin Community Church on the 14th.
It was just a really nice reminder of gratitude, devotion, and unity, and I was just very honored to participate.
I wanted to thank the staff for the amazing St. Patrick's Day parade that they put on.
It was highly successful. One of the largest turnouts in the past few years.
There was a lot of fun and a lot of candy was distributed, so thank you very much.
Along the same lines, I want to thank the staff too for the remarkable response they did for the wind damage the night before.
They were up well into the night clearing the path, making sure everything was safe, the route was safe, and they did a remarkable job, so thank you very much.
So last week, I had the pleasure of attending the Dublin Chamber business person of the year event that was hosted at Sarnova.
Sarnova's new headquarters are amazing if you have an opportunity to check those out, beautiful facility.
I had the pleasure of saying a few words about the business person of the year winner, Jim Souter, who's with Rusty Bucket restaurants,
but also as a huge advocate of the underserved and underprivileged folks in Dublin and introducing them to sports of all kinds.
So that was a huge feather in my cap.
I also wanted to thank the Business District Unit for coming out Saturday night in, I'd say, in force.
Being quite visible in Bridge Park, I saw a number of cruisers, I saw some folks either getting warnings or tickets, it's not about the money, it's about keeping a resident safe.
It's about preserving the tranquility of the district, folks that are trying to have a nice meal out on a patio and obnoxious vehicles driving around people spinning their tires and that kind of thing.
So I wanted to thank you for doing such a wonderful job down there, thank you.
Great, thank you. On March the 10th I had the opportunity to attend the state of the state, Governor DeWine stated the state with our state rep crystal let, so I thank Crystal for that invitation.
And it was, I had not been to the state of the state before, so it was quite fascinating to me.
On March the 11th I had the good fortune of, at the invitation of Mr. Blake visiting with the Eli Penny 3rd graders, and it was a great time with them.
They asked great questions, and the future is very bright at Eli Penny Elementary School.
Two, I didn't, I was not in attendance at the parade, but I do want to thank the staff for putting that together.
And Jim Sauders for the business person of the year, he's been a great advocate and his board membership on life sports and other things have been really remarkable in the community, so great pick by the chamber for the business person of the year.
On the 19th I did attend the Ohio Mars Alliance meeting. We did talk about some of the bills that are working through the state house, and the good news is that the state house will be on break soon, so we won't have to watch it is closely here in the near term.
Also had the opportunity to attend the state of the region dinner that evening with the former secretary of transportation hood and notable DC consultant Marsha Hale to talk rail.
And his optimism is very high on passenger rail coming to the state of Ohio. I don't know that I'm optimistic as him, but maybe that's because we need to keep our nose to the grindstone and keep working to make sure that that comes to fruition.
But certainly want to thank them for being here and had the state of the region on the 20th, I want to thank more C for putting on such a wonderful event for nearly a thousand people and bringing in a great future as speaker and engaging the larger community in largely transportation and development topics around the state.
While I wasn't at the parade, I was on vacation with my family and we were in Naples one day and I sent a note to our city manager they have some very interesting noise guidelines and they actually have a downloadable meter that you can measure sound on your phone.
So I forward that along we'll see if any of that is appropriate for us here in the city of Dublin, but I was struck sitting in a restaurant eating and how quiet it was.
So we'll see I I too saw the the mountain force on Saturday, I felt like this weekend was like a scene from the mold people because people just came out after such a long winter wanting to get out in the warmth in the sun.
But they were bringing their motorcycles and their loud cars with them so hopefully on our next update that we get from chief will hear some metrics on how our new noise ordinance is being implemented in the success that we're having with it.
And if there is nothing further for the good of the order, we will stand adjourned.
