Can you hear me? Oh, okay
Dan Hamill five seven two five Trafalgar Lane
Good evening members of council. I first like to congratulate all the newly sworn-in members tonight
I think it speak I speak for most residents of Dublin when I say we all look forward to working with you
City staff city council in 2026 so we can be proud of the city we all call home
Unfortunately last year some actions of city staff
Planning and zoning and city council didn't make me feel proud to live in the emerald city
And I have three specific examples the first pertains to the west innovation district
The communication with the public regarding planning of the wid was less than adequate
At the april 7th 2025 council meeting council members took public comments from residents regarding the wid
Council members made comments such as I really wish our communication didn't get mixed up
And you would have all been here these last 18 months for these conversations and I'm not sure where our wires got crossed
But we will work on that and with regard to resident involvement council members indicated it does impact the decisions
We make sometimes in a really big and profound way
Finally Mayor Amros groom said there are property owners that are anticipating the use of their land
And we have to be mindful of everyone
Well, I couldn't agree more mayor
As one property owner west of Cosgrove road and south of Shire rings road told me personally
That they would love to move forward with the single family home concept they presented
Prior to the reallocating of parcels west of Cosgrove and south of Shire rings road from the southwest area to the wid
The second example happened during the monday november 17th and december 8th city council meetings
As residents of the martin road corridor also expressed that waivers for the bridge street concept were rushed through by planning and zoning and communication again was very poor
Residents there have similar concerns that the citizens of Dublin are no longer being valued as neighborhoods are being sacrificed for the sake of money
Disguised under the veil of progress the third and final example also occurred at december 8th council meeting when residents requested not to vote early for ordinances
52 25 and 53 25 and the name of transparency and to allow for a second reading to provide further transparency and accountability
Given the previous concerns in 2025
Regarding various issues and with the city and its residents I felt staff and council lost an opportunity
To restore the trust of local representatives
Double residents clearly declared a desire for a change within city council by speaking loudly at the ballot box. We all know how that turned out
Uh, I live in the emerald city and in 2026 which emerald city we live in is up to all of you
Will it be the one of double no higher that we all live in love and reside in or will be the one from the movie wicked and should we pay no attention to the man behind the curtain
Thank you for your time
Thank you. When see next Scott herring
Welcome, please come forward and state your name and address in the record and we
forward to your thoughts
Good evening. My name is Scott herring H-A-R-I-N-G at 3280 lily mark court
In the martin road corridor. I wanted to come back and say thank you
Um at the previous city council meeting. I did speak and
Made a reference to the planning and zoning meeting from november six
I still contend that that's not as good as it could have been
But I was pleased
The recommendation was that the citizens meet with staff and a meeting was held in
December and that was productive
And the single greatest thing I heard from that I appreciate that the
Attorney box was able to join by video conference
and the remark
In the context of
Concern had been made about when waivers are granted
If that sets a precedent and his remark was no, they can't
Because each property and each set of circumstances is unique to it
So with all that uniqueness, there can't be a precedent and that is a great relief to me
My letter to council in november
recounting that
What I thought were
procedural errors and that might not have been the right word
There's
Still hope that maybe that gets reviewed and it just wasn't
Clear on these waivers how
We get so far apart
It's been challenging for me. It's just the average citizen to really read and follow through the whole
The requirement there's what I've considered to be zoning in the heights
Then there's a provision that says you must also meet the special area plan then on the waivers page. It says
But a waiver can only be granted if it meets the spirit and then
We have these rules so the community can plan
Said in that particular case all we recommend
Buildings even taller than what the zoning allows. It's very complex
With all this I just say
Looking forward to a new year. Maybe that case comes back. Oh one other thing. I followed that link on the pnc
that meeting closed with
Not all the waivers for granted and I left a meeting thinking that it was open ended
I followed the link to the city website and it says pnc november 6 approved. It's a prior pdp the preliminary development plan
Wow, that's not what I thought happened at all so
Yes, some of the hopefully we can dot some ice cross some teas have a better 2026. I'll be back to you in the future. Thank you
Thank you Lindsay
Diane Cartelano welcome. Please come forward and state your name and address into the record
Good evening everybody and congratulations to dr. Lam and Ms Johnson and
My name is Diane Cartelano. I'm at 3390 martin road
In the martin road corridor
I've lived in Dublin for nearly 30 years and about 20 of those years have been on martin road
I've been through no speed bumps to the good speed bumps to
redone bad speed bumps and
so
You know, I really love Dublin and
But you know, it's changed a lot and I feel like
You know a lot of this many of you've heard me before so you know a lot of this is going to be repetition
But I think it's important that you understand and that you hear us over and over again
So my comments are on the the wide block development
Excuse me and I share a lot of scots concerns too about the
The way the meeting was handled and turned out and
It was just you know very unclear and there's still
some unclear
Understanding at least for me as to who has the final authority and say over whether a project gets developed or approved and
So
Regarding the the wide block development in an ideal world my desire would be to have the
Event Center and I don't know how how familiar dr. Lam and
Miss Johnson are with with this
Development that Crawford Hoing is proposing but
The event center would be eliminated all together at least reduced considerably in size and it would also sit a lot better with us
If the office building were limited to two stories
In addition to keeping the hotels and the condos to the designated six stories allowed by code
And I understand this is unlikely, but I wanted to go on record stating my thoughts and I know that I speak for a lot of
The residents in our neighborhood
You know, we're concerned about the light noise pollution
There are a lot of trees that are designated to be removed and there's not been a full explanation of what what that is for
And we can already hear noise from the exchange when they have events and this is going to be even closer
And the thought of of enduring you know two years of
Construction chaos is almost unbearable to think about
We acknowledge that the property owners have a have a right to develop their property
But they don't have the right to earn hours in the process and
You know their rights end where ours begin and I believe one function of the code is to establish those boundaries
And we need to be able to rely on that code and you as our representatives
To enforce it and uphold it on a consistent basis
Excuse me
As worn fishermen once stated if waivers are constantly granted we might as well not have a code
And I'm sorry to be so blunt, but there there does seem to be you know an error of greed that has kind of crept in
You know on the part of developers and
Unfortunately on the part of the city as well, and you know that may not be accurate, but it just it
There's just that sense
And it's imperative that we can trust you as our city officials to fulfill your duty to uphold the established code
And to be our firewall against unreasonable and detrimental development
We don't have millions of dollars, but we have our voices and we have you and planning zoning commission
And we need you to be you're our best defense and we need to be able to count on you to
To uphold the duties, you know, you were just sworn into so
Anyway, we appreciate, you know, you're
Willing this to allow us to engage and speak. So thank you
Thank you and see others
Matthew Diker
Oh
Next
That's all okay, are there others present then tonight that would like to speak relative to something not on this evening's agenda
Very good
This will bring us to the consent agenda is there a request or move any item from the consent agenda
Hearing none. I will make an emotion to approve the consent agenda is there a second second
Thank you Jenny, which please call the roll miss cram
Yes, vice mayor de rosa. Yes, mayor amros grooms
Mr. Keeler. Yes, miss eludo. Yes, miss Johnson. Yes, Dr. Lam. Yes
Next item on our agenda is postponed item second reading public hearing vote ordinance ordinance 50 to
25 declaring the improvement to certain parcels of real property in the city's bridge street district to be a public purpose and exempt from taxation
Providing for the collection and deposit of service payments and specifying the purposes for which those service payments may be expanded
And authorizing compensation payments to the double in city school district and the tolls career and technical center
Okay, our staff report will be brought forward this evening by Matt Rubino. Welcome. Good evening members of council
And this ordinance approves the commercial tiff at for the office building
parcel the j block development site
This is the second of two tiff ordinances for j block the tiff ordinance for the for the residential condos was approved by council at the December 8 meeting
This ordinance was originally placed on the December 8 agenda as well, but had to be postponed
Due to a technical issue at the Franklin County Auditor's office
There have been no changes to this legislation since the first public hearing on October 20th
And staff recommend approval of this tiff ordinance. It's night's meeting after the second public hearing
And that we appreciate council. I'm considering placing this item on the organizational meeting
We know that's not typical practice, but this helps move the project longs. We do appreciate that
Very good. Thank you want to take a moment for public comment
Is there anyone present this evening from the general public that a little would like to speak relative to this legislation
Hearing none council questions discussion
Jenny would you please call the roll
Mayor emrose grooms. Yes, miss Johnson. Yes, mr. Keeler. Yes, vice mayor de rosa. Yes, dr. Lamb. Yes, missoludo. Yes, miss cram. Yes
Okay, introduction public hearing vote resolution resolution zero one dash two six
adopting the city of Dublin schools for 2026
Thank you in our staff report will be brought forward by our city manager mega-caland welcome
Good evening members of council. I am pleased to introduce the first ordinance of the year ordinance one of
26 which proposes the adoption of the 2026 city council goals
Council goals are intended to be visionary in nature
They establish long-term direction and they provide additional framework all in alignment with the strategic
plans that have been adopted by council previously to guide future discussions and decisions
While reflecting the priorities of the community. So I'm going to walk through the proposed 2026
council goals which council reviewed during the november 14th council retreat
Council's direction at that time was to have staff revise the draft goals consistent with the feedback that was provided by council
And also to bring forward the goals at this first meeting for adoption
Each of these goals that I will be presenting is a continuation from previous years and they're in alignment with the
Envision Dublin Community Plan another adopted council plans
So for each goal I will provide a brief update along with some background on how that goal has evolved over time
So that council can see how these priorities connect to past discussions and ongoing work
So the first goal is foster community connection and well-being
Council's connected community goal has been in alignment with the strategic framework and has evolved over several years
Beginning in 2019 the city council focused on becoming the most connected community in the u.s
With an initial emphasis on expanding broadband access following the substantial completion of the fiber to every
Home project council broadened that goal in 2025 to include health initiatives social connection and transportation networks
Recognizing that connectivity extends beyond digital access alone a key outcome of this expanded focus is the Dublin wellness alliance
And that's a collaborative group of community partners formed in response to council adopted community health needs assessment
That assessment identified for priority areas which continue to guide the cities approach to community well-being
And the proposed 2026 goal builds on that foundation by continuing to advance work aligned with those priority areas
Goal 2 is to advance the metro center revitalization and the city's been focused on the metro center area for over 10 years at this point
And we've recognized the need to proactively plan for the future of this legacy office park
Most recent efforts began with the metro center vision plan in 2021 which included important updates to the 2018
Dublin corporate area plan which was focused on creating a vision to stimulate the redevelopment of metro center
This updated vision called for a more diverse mix of offices and a new unique places to live work and enjoy
Provided general recommendations and conceptual redevelopment ideas concentrating on the inner loop
With the revitalization of the metro center as a community priority city council established a goal to
Realize the metro center revitalization vision and to advance this goal the city retain a consultant team to develop
A design and implementation plan which advanced the 2021 vision to the next level providing great detail and
Focus on implementation. So that plan also advanced the city's economic development strategy to create a distinctive mixed use
Development node by focusing efforts on redeveloping the Dublin corporate area area
And a legacy office parks which will help attract and retain a vibrant employer base and the talent
Pool employers are requiring
So those efforts resulted in the adoption of the metro center revitalization plan and design framework in 2024
The revitalization plan outlines the vision for a new identity and repositions Dublin's legacy office park
That plan included an urban design framework and recommendations that provide a comprehensive approach
To guide the implementation of open space mobility and development guide development elements
To ensure that metro center and the previous work remained focused city council revised its 2025 goals to
Include re revitalize metro center
So the focus of the work that's included
The implementation of one of the plans recommendations to prepare and adopt guidelines and a zoning approach that further illustrate the design
Intended the plan support new development that's consistent with the plan and the context of individual
Sites provide architectural guidelines and encourage design creativity and high quality construction
So the proposed 2026 goal focuses on completion of the zoning updates and design guidelines approach that began in
2025 as well as securing key properties to support catalytic redevelopment while strategically balancing
City investment with the long term redevelopment potential and return on public value
For goal three is to create a premier athletic and recreation campus and this goes back to in 2024 city council
Prioritized implementation of the recently adopted parks and recreation master plan with a focus on cultivating an environment that
Supports both community recreation and economic vibrancy and then following the acquisition of the sports Ohio property in late
2024 council evolved that goal to explore opportunities for premier athletic complex including the potential for public private partnerships
An important early step in that work was the engagement of SFC or sports facilities companies
Which is an industry leading sports facility management firm to help evaluate opportunities and guide concept development
We've been working closely with them
So work is ongoing to visualize and plan for a comprehensive campus that integrates sports Ohio and Dari fields
Creating a cohesive destination for athletics recreation and community activity including gathering feedback from community-based
Organizations through the steering committee that has been guiding our efforts
The proposed 2026 goal
Continues this momentum by advancing concept development and translating that vision into an implementable
Plan that aligns with the premier athletic and recreation campus vision statement that was validated by city council in 2025
And finally goal four is to catalyze economic development in the west innovation district
And the importance of setting the vision for the wind areas long been a focus for the city dating back to the initial special area plan
Which was adopted in 2017 this proposed goal builds on a council adopted 2025 goal that focused on developing a strategic
Implementation plan for the west innovation district that encompasses
Significant acreage of land on the city's western boundary the west innovation district
Integrated implementation study integrates several significant projects within the area
Such as the west double and passenger rail study the premier athletic and recreation campus planning efforts
And infrastructure modeling which was presented in detail at the November council retreat
The proposed 2026 goal represents the next phases of this effort that focuses on advancing council
Consideration of the studies recommendations and supporting the strategic infrastructure and development initiatives needed to realize the district's long-term economic and innovation potential
The west innovation district integrated implementation studies important for doubling to remain competitive in the market and respond accordingly with expanded transportation improvements necessary to meet existing and future needs
And finally execution of these goals will be driven by council regular meetings work sessions committee schedules all as appropriate as the year proceeds
And staff will continue to provide updates to council regarding the status of each of these goals on a monthly basis and the city managers report and at any other time
Is requested by council and with that staff recommends adoption of the 2026 city council goals and I'd be happy to answer any questions that you may have
Thank you very good. Thank you when I take a moment for public comment
Is there anyone present this evening from the general public that would like to speak relative to this agenda item
Victoria McDonald signed in
Very good welcome. Please come forward and state your name and address into the record
Good evening council members. My name is Victoria McDonald. I live at five six four two time castle loop
Dublin, Ohio
43016
Welcome to our newly elected members. Dr. Lamb and Mrs. Johnson. We look forward to the fresh perspective that you will bring to our city council
Dublin has maintained its national reputation for a high quality development while preserving the area's natural beauty and ensuring it remains a desirable place to live and work
And I've had some time to review previous community development plans. I would like to point out that plans for the years
2007
2013
In 2022 noted the areas south the Shire rings historically supporting residential development
It was not until February 2024 that changes were made that would include rezoning land south the Shire rings from rural to industrial
As noted in previous community development plans a review is held
approximately every five years
I'm curious what happened in 2024 that led to a pivot from a previous 20-year plan and vision for residential development to shift to industrial
A previous study by McBride Dale Clarion tested three scenarios that would have capacity to support residential growth growth in that area beyond 2030
Now at that being said, I do recognize that growth comes in many forms and currently the city is focusing solely on industrial development and a rural and residential area
I appreciate the many discussions that have occurred and would offer that we continue to have conversations about intentional development
I can offer a compromise relative to the desires of the residents and the goals of the city for economic outcomes
In short residents and more to do not want heavy industrial development in our neighborhood
goal for of catalyzing economic development and the West Innovation District does not have the backing of residents
and if the community has expressed such dislike and disagreement
Then the plan should be revised and updated accordingly to allow for ongoing conversation
among residents and our newly appointed council members
Ballant ray and neighboring residents are strongly opposed to many of the highlighted industrial developments that are so close to our residential areas
My request to you to this
Point is I offer that you vote no on goal four and direct city staff to align with previous plans
That call for high-quality single-family homes and appropriate development and keeping with the established land already in existence. Thank you
Thank you
others
Anyone else present this evening that did not have an opportunity to sign in that would like to speak relative to this agenda item
Hearing none council questions discussion
Actually have one comment in light of
The comment tonight in some comments we received I think Megan did a really good job explaining that these aren't brand new goals these have evolved
Actually this
The one about the West Innovation District. I just had a couple clarifying comments
That it's about the entirety of the West Innovation District. It's not one particular portion or
It's not about
Resoning it is the residents asked us to continue doing studies
We're going to continue to work on the West Innovation and the creation implementation plan. We're going to
Continue working on that it will come back to council. We'll review it
Public will have input in that before it gets adopted
And the public has asked us
To make sure we're ready for the infrastructure and we make those improvements and that's exactly what the skull says
It says we're going to advance the strategic infrastructure. We're going to make sure
We can build what we need before development occurs. So
It's a broad goal
It's just saying that we're going to continue with these studies and continuing starting the implementation building a new road takes many many years
And there's lots of steps in the process
so
I just wanted to reassure the residents that this isn't about any particular parcel or any particular portion of the community plan
It's a much broader goal
My thoughts
Thank you. Thank you. I'll echo Ami's comment. I did want to propose a slight change to the first goal about fostering community connection
I'm
Absolutely fine with it. I would like to suggest that we add
At the end of this goal that we're going to advance this through the Dublin Wellness Alliance and other programs
Because this does encompass
Similar to the first goal
Certainly the wellness alliance, but other things that we're doing is a community and I just think adding that clarity at the end
just and other programs
It broadens it to what I think was the
The thought of this group to be sure we have that coverage, but
Without that I want to
Think Kendall. I know she worked hard on this and the staff did to to bring this together
I think it reflects the conversations that we had and I'm very excited to work with all of you to advance these goals. So thank you very much
Other council comments
First I'd like to say thank you to the residents who have come tonight to speak as always
I've always said keep showing up because it matters. Thank you
Please continue to do so and also to the residents who have provided very detailed and thoughtful comments and sent packets
To council prior to the meeting they were very helpful and I have to be honest very eye-opening in terms of timeline
some of which I wasn't quite
100% familiar with so I do appreciate the time spent to put that information together
I do also want to agree with councilmember Kram when we speak about the West Innovation District and especially this particular goal
It is much broader than the land that is southwest of the Cosgrae Shire Rings intersection and it's difficult
To to want to pump the brakes on development in
Areas where we're already pursuing industrial development or innovation development research and innovation development
So I did want to agree with that. I do agree that we need to think broadly about the West Innovation District
And specifically to the land that is of most concerned southwest of that Shire Rings and Cosgrae intersection
Again, nothing has been codified
No zoning changes. They're not even ready for voting. We are working through
As you know working through new code language for some of this area
When we talk about adopting the West Innovation District integrated implementation study
It's not even complete. So I believe that there
Is still tremendous opportunity within the established process for us to continue to work together and to realize outcomes that will work both for the residents
Most impacted by this potential development southwest of Shire Rings and Cosgrae intersection
And also for the city and the economic development plans that we have there
So really just reiterating some of what councilmember Kram has said but also wanted to to speak up and and again say thank you
I've heard what you've had to say. I agree with a lot of your concerns and we'll continue to work together and communicate again for those positive outcomes for for all parties involved
Thanks
Thanks, I very much agree with those sentiments. I think there will be a lot of opportunity
For resident engagement as we go through this goal. It's not a short-term goal. It's a really broad really long-term goal and
I too really appreciate residents who come in and want to speak with what is on their mind and what they're saying and what they're sharing
It does impact us
And I would you know encourage that and encourage to send us materials. We really do read it all
But there will be a lot of opportunity for us to engage with the public moving forward with us and
I think staff and council have heard loud and clear that that communication should be copious
Sometimes he's been if it's just to say we don't have an update for you
Um, and I think that's really important and I wanted to say that out loud and just note that so thanks
In their comments now
I would just agree with the things that have been said
I think that's a good point about the wellness alliance and our other partners that we will work with that
Certainly we want that to be a very well-rounded robust and involve a lot of folks and
And I would I would echo some of those thoughts about the economic the West Innovation District
I would I would add to that
We did receive several emails that those were incorporated into the packet and those become a matter of the records for tonight
So we do appreciate those emails and that information as well
So if there is nothing further
Jenny, which police call the role
Dr. Lamb

Leadership and please know that I and the entire staff team is here to support you
So if you need anything as you assume your roles, please don't hesitate to reach out and ask we're here to serve
And with that, I just have one brief
Update as part of the city's ongoing annual stormwater management basin maintenance program
E-MH and T will be conducting field surveys at four drive detention basins in the Bryson cove
Riverside Woods and Woodland subdivisions the works expected to occur during the week of January 12th
So this is timely residents may notice workers in the area while the surveys are underway
So I wanted to make council aware in advance of that work occurring and that is all I have this evening. Thank you
Very good. Thank you
Okay, this will bring us to the council committee assignments
I will read these committee assignments into the record and we will

I want to thank staff
Work began actually today on stream restoration at Thaddeus because there's like three sections of
stream and
Over the holidays staff was real great signs went up and then I probably got six
Like calls of why are there a bunch of signs in the woods and
very quickly stuff
Got an information signage there and
So we saw work today and
Hopefully that project will go well
Welcome to our new members. We look forward to a good year
And that's all I have for today
Thank you
Wendy

I did want to say a quick thank you to former councilmember john reiner
