DUBLIN, Ohio — The Dublin City Council held its organizational meeting Monday, swearing in newly elected and re-elected members and electing a new mayor, but not before residents voiced strong opposition to development plans they say lack transparency.

Council members for wards 1-4 took their oaths of office: Amy Kram (ward 1), Wendy Johnson (ward 2), Greg Lamb (ward 3), and Kathy Dorosa (ward 4). The council then voted unanimously to adjourn to executive session for personnel matters before reconvening.

Chris Amros Grooms was elected mayor by a 7-0 vote, and Kathy Dorosa was elected vice mayor, also by a 7-0 vote. Both will serve two-year terms.

During citizen comments, three residents criticized the city’s handling of development projects, particularly the West Innovation District, Bridge Street corridor waivers, and the J Block development.

Dan Hamill of Trafalgar Lane told council that communication from city staff and planning officials regarding the West Innovation District was “less than adequate.” He cited an April 2025 council meeting where members acknowledged communication breakdowns with residents.

“Unfortunately, last year some actions of city staff, planning and zoning and city council didn’t make me feel proud to live in the emerald city,” Hamill said.

Other residents echoed concerns about waivers being granted for the Bridge Street district and the J Block development, arguing that zoning codes are being undermined. Speakers called for greater resident engagement and urged council to restore trust.

Council took no immediate action on the comments.

The council then approved the consent agenda unanimously and held a second reading and public hearing for Ordinance 50-25, a commercial tax increment financing ordinance for the office building parcel of the J Block development site. The ordinance passed unanimously.

City Manager Megan Caland presented the 2026 City Council Goals, which include fostering community connection, advancing metro center revitalization, creating a premier athletic and recreation campus, and catalyzing economic development in the West Innovation District. Council adopted the goals unanimously after amending Goal 1 to add “and other programs” after “Dublin Wellness Alliance.”

Council also approved committee assignments for administrative, finance, public service, community development, and various liaison roles.

New council members Johnson and Lamb thanked staff for a positive onboarding experience. Mayor Grooms thanked outgoing council member John Reiner for 28 years of service, saying, “We can truly stand on the shoulders of giants.”

The meeting adjourned after council members offered welcoming remarks and expressed optimism for the year ahead.
