Delaware County Special Land Bank Meeting- June 29, 2026
it stands.
Once again, welcome.
My name is Chris Bazaarman and I'm the Delaware County Engineer.
I have the privilege of chairing our Transportation Improvement District and my right is Tracy
Davies who is our County Administrator and Vice Chair for my left, Saikili from the
Auditor's Office who acts as our pleasure and member of large Tom Price and Pat Blaney
is not here yet this morning so if he joins us in in process, we'll recognize him.
Also a recognized commissioner Jeff Ben, Jeff, thank you for being here and for all of
your support.
With that, is there any public comment before us this morning?
Mr. Chair, if I can take a moment and embarrass some of our staff for a second and ask
them to, at least our newbies to come up and introduce themselves, that includes
you John, you're a new guy.
Come on, I'll be honest.
Hi, I'm John Huffman, I'm a project engineer for Delaware County.
I help run our CIP projects including the Stockholm One on the Days agenda along with our
County Paving Program.
Thank you guys.
Hi, everyone.
I'm Kid in Sport and I'm an intern this summer with the Engineering Office.
I was an intern last summer too.
I'm studying Chemical Engineering at the University of Pittsburgh where I will be a junior
next semester.
Hi, I'm Tara Love, I go to OSU, I'm studying Environmental Engineering and I will also be
a junior next year.
And this is my first year as an intern.
Thank you for being here.
Rob and I, several years ago, looked around our office and realized we're all getting old.
And we haven't done the best job of building the farm team, so to speak, of engineers
and so we've, the last few years, we've had a concentrated effort to develop interns
and we're glad that Tara and Kate and Sir here, John, how long have you been here, John?
How?
Ten years.
No way.
And we're introducing you as a new guy, I don't know.
But it is not, I think it's not just our responsibility to try to develop engineers
or our office at the engineers office, but also for the profession.
So whether, you know, whether we finally convinced Kate and she should be a civil engineer,
instead of a chemical engineer, whether that happens or not, we feel like we're supporting
the engineering profession, so Rob, thanks for doing that and inviting him here.
We actually have three other interns who are otherwise assigned this morning, so that's
a good thing.
Any other public comment?
Chris, I might say we had, we had meeting this week with the highway EPA.
Could you pull that mic over and bring it over?
We had meeting this week at the site with the high APA and they asked that they could
bring their 10 interns from Ohio in, and so we hosted 10 of the interns this week also
and it's, it's gratifying to see these youngsters.
So called youngsters and I can't say that really, but to have them going on, then I
had lunch with a fellow who just graduated from Ohio U or in Northern, excuse me, you're
going to work in the engineering site this week also.
A lot of things happen and then the engineering feels.
With no other public comment, I'll point out the minutes of our main meeting, you were
mailed to you, and I noted with interest that I was reelected as chair of the TID in my
absence.
Yes.
You're welcome.
So yeah, thank you, but if you've had a chance to review those, I'd entertain a motion to
approve.
So move?
Second.
Is there further discussion?
All in favor say aye.
Aye.
Opposed?
Motion carries.
Are there any reports from, for many of our member board members?
I don't have a report either, having just returned from almost three weeks away and last
night.
So I don't have much, must report either.
So I would you take a student secretary to the report?
Yeah, the current cash balance is $5,565,237.50, but also like to note that the audit is complete
and I'll be able to comment on what the next board meeting is.
Is there a motion to accept the credit report?
So move?
Second.
Move the second in?
Any further discussion?
All in favor say aye.
Aye.
Opposed?
Motion carries.
Item six is our staff report, Robert Eileen, chief deputy engineer, as usual, a detailed
report to share with us.
All right.
Thank you, Mr. Chair.
Good morning.
Starting off with our current projects, the Silicon Heartland Regional projects.
We have under construction at the intersection of center village and county line road.
Unfortunately, we had some utility delays due to telecommunication cables that were in
conflict with the work.
There's a long story that the short version is, it is resolved, and the contract is back
to work on that.
They lost about a month, unfortunately, due to that delay, but the utility company will
be reimbursing for any utility delay cause we incur for that.
With that said, we expect that intersection work will be done in September, and then the
contract will move to the fancy road intersection immediately thereafter, and hoping that everything
is wrapped up in November before the snow starts flying.
So, John, I think I missed there.
Moving on to the 713637 interchange, Phase A is under construction, moving along very nicely.
Miller-Brothers is doing a nice job plugging away at that, still on schedule for a third
quarter completion next year.
Phase B and C, we are, I believe, are waiting, notice on the build grant application.
Joe, do you have anything more about that?
Okay.
ODOT did apply for a build grant to fund Phase B, so we'll see what comes with that.
As of now, planning on starting construction in 2028 for Phase B that will extend over
to 3Bs and K. Phase C is under design, with the right way probably starting later this
year.
Right away acquisition.
I'll back up Phase B right away with acquisition is under way right now.
So, moving on, the orange road grade separation, no major updates, we're just still plugging
away, getting the plans done, and we'll have the, I'll be working through the railroad
approvals over the next year or so, still targeting construction start in 2028.
And then last but not least, the stock well road improvements, I'll defer some of my
comments to the agenda item, but we did receive bid.
Two bids on that, a little bit, was very good, so I'll reserve the rest of my comments
until the agenda item.
Funding applications, you recall, that we submitted an application for the ODOT TID grant
program back in March, unfortunately, we did not receive funding for that.
I was disappointed that that was not successful, but we will work towards trying to fill that
gap in another way.
So, still an important project, still project we want to move ahead, but we'll have to
figure out a way to move that ahead.
Some of our future projects that I've discussed with you previously, don't really have an update
on the buddy station road, the engineer for the school district is still working on the
plans for the road widening, that would widen the frontage of buddy station road along
the school for a turn lane at the new entrances.
Plum road, we've had some more discussions with the affected townships, Doug Reedle from
our office.
I know as I had those discussions recently, still working towards coming up with project
agreement to see if that's a viable project, but the first phase would include improvements
at the 3Vs and K and Plum road intersection, it's currently a three-legged intersection
with the stop of the turning radiar pretty narrow.
It's difficult for buses in particular to make that turn, and as more traffic comes
to that area, I think the need for that project is really going to be elevated, so still plugging
ahead trying to come to an agreement, the big obstacle I think for townships is getting
the funding assembled for that, but we're continuing to work on that.
Last but not least, Vance Valley Road.
We've had some productive conversations with the village of Galena about improving Vance
Valley Road.
I've got it shown in the graphic there, it would extend from Sunbury Road on the west to
Trent Road on the east, basically widening and straightening those curves, adding a
turn lane at the entrance, you can see right on the top side of Miller Farms, which is
385 homes, so just that one development alone is adding somewhere on the order of 3700
trips per day to that, the road network in that area, so a big need for that as well
as continued development to the east, both in Sunbury and Galena, so again, hope to have
more updates in near future on that.
Rob, it's probably important to point out that that's a worldwide jurisdictional road, so
part of it's in Galena, part of it's in and out of Delaware, in and out of the village
of Galena, the county jurisdiction, so that project's going to take cooperative effort
for both jurisdictions, and if we go far enough to the east, as you mentioned, we add
Sunbury into that.
Moving on to the Cybersecurity Program and Policy, we discussed briefly at the last meeting,
just to refresh, we are all local government agencies are under an order, basically a requirement
of the higher rise code to have a cyber security program slash policy in place to deal with
what we know is happening all across the U.S. and across the world, I'm sure, with cyber security
threats, we are in the fortunate position of not having really any TID digital infrastructure,
we don't have computers or systems that are under operated by the TID, we're lucky enough
to have the county's support, county commissioner's support to house and store our data, and so
the job for us is relatively easy, because we don't have the infrastructure we have to worry
about cyber security threats.
So I wanted to recognize assistant prosecuting attorney Chris Beds, Chris has helped draft
and come up with a resolution for your consideration today, glad to discuss that when we get to it,
but again, I think we're in a better spot than some local agencies, because we just don't
have the infrastructure that we have to worry about, and I believe that's all I have for the
month-wave reports.
Thank you Rob, are there any questions for Rob?
Very none, I'll move ahead to item 7 on our agenda, the resolution 26-04, which awarding
the BID and proving a contract for the stock well road improvements, anything else you
want to add there Rob?
We just add we received two BIDs for this contract, the low bid was from Straser Paving,
we've worked with Straser many, many times, they do very, very good work, the bid was
good, very good, is under the engineers' estimate by quite a bit, and so yeah, I have no hesitation
to recommend award to Straser for this contract, thank you Rob, it's a very motion.
So moved.
To prove?
Yes.
Second.
Second.
Any further discussion?
On favor say aye.
Aye.
Opposed?
Motion carries.
Item 8 is the resolution 26, 2026-05 adopting a cyber security policy.
Chris, how are you this morning?
Good morning, I'm doing well, thank you.
Thank you for your work on this.
Absolutely, absolutely, I know you weren't here the last meeting, but for those that were
we discussed the cyber security policy, it's a little awkward in the sense that you're
adopting a program policy for something you don't have, which Rob mentioned, you don't
have any IT assets, all that's kept through the county equipment and county IT.
So I didn't see any need to reinvent the wheel on this, the commissioners have already
adopted a cyber security program in policy, and so I just drafted the resolution to go ahead
and adopt the county policy.
Obviously, any equipment that you use is going to be the county's equipment.
It's going to be maintained and run through that program anyway, so this is a bit redundant
in that sense.
I know that board member Blaney had some concerns and things that he wanted addressed in
the resolution.
I tried to capture that in this resolution simply to say that the county is going to be
responsible for operating the program and verifying annually, that they continue to maintain
and operate their program in policy.
So I think I've captured all of that in here, but I'm happy to answer any questions that
any of the board members might have about it at this point, but again, it's just simply
adopting the county policy at this point, and as Rob said, all political subdivisions
have to do that and this board counts for a political subdivision.
Any questions for Chris?
Thank you.
Chair, have some of you?
Yeah.
One of the conundrums with a policy like this is it's not subject to public records for
obvious reasons.
So you don't want everybody to know what your security policy is.
And so we don't talk in detail about what's in that policy in this discussion, and we don't
want to attach the copy of the policy to the motion in the commissioner's chair.
It is a little different than normal, most of the time when you adopt a policy it's attached
to the back, but for the reasons that you stated, we don't want to give everybody the
jail keys to get out of jail on this, so that's why it's not attached.
Is there a motion?
So moved.
Yes.
Second.
It's moved and seconded for approval.
Any further discussion?
Any further discussion?
On favor say aye.
Aye.
Opposed?
Motion carries.
Thank you.
Thanks Chris.
Is there any other business to come for us?
Just a question.
I was looking through this, I guess Rob, more for you.
Would it be possible at a future meeting, maybe just to get an update on the overall projects
for the I-71-36-37 jail, I don't know if that's you, but just kind of status of where
we are, timing, anticipated costs, and refresh us on what the boundaries are?
Certainly.
Mr. Chair, I was going to add, not to interrupt if we're talking about the next meeting,
I don't anticipate having the need for another meeting until October.
We've got several construction projects that will be underway in the meantime, but I don't
really anticipate any action items for those.
So at your discretion, we could cancel the August and September meeting.
Any objection to that?
None at all.
So you think the October meeting will be our next?
He might have any problems with that October 7th.
We'll set that as our next meeting date.
Also should recognize that Member Blaney has joined us.
He was, while you were in your absence, we agreed you would bring donuts to that.
With nothing else on our agenda this morning, I thank everyone for your attendance.
You're good work and...
