DELAWARE, Ohio — The Delaware County Transportation Improvement District Board on Monday approved a contract for Stockwell Road improvements and adopted a cybersecurity policy, while also agreeing to cancel its August and September meetings.
The board voted unanimously to award the Stockwell Road improvement contract to Straser Paving, whose low bid came in under the engineer's estimate. Two bids were received for the project.
"We've worked with Straser many, many times," said Delaware County Engineer Chris Bazaarman, who chairs the TID board. "They do very, very good work. The bid was under the engineers' estimate by quite a bit."
The board also adopted Resolution 26-05, which implements a cybersecurity policy for the district. Assistant Prosecuting Attorney Chris Beds drafted the resolution, which adopts the county's existing cybersecurity program.
Bazaarman noted the TID is in a fortunate position regarding cybersecurity threats because the district does not own any digital infrastructure.
"We don't have computers or systems that are under operated by the TID," Bazaarman said. "We're lucky enough to have the county's support to house and store our data."
The resolution requires the county to verify annually that it continues to maintain and operate its cybersecurity program. Board members noted the policy itself will not be attached to public records due to security concerns.
"One of the conundrums with a policy like this is it's not subject to public records for obvious reasons," Bazaarman said. "You don't want everybody to know what your security policy is."
The board approved minutes from the previous meeting and accepted the treasurer's report showing a cash balance of $5,565,237.50. The district's audit is complete.
Chief Deputy Engineer Robert Eileen provided a staff report on ongoing projects. The Silicon Heartland intersection work at Center Village and County Line Road experienced utility delays due to telecommunications cables, but the issue has been resolved and the contractor has resumed work. The intersection work is expected to be completed in September, with the contract moving to the Fancy Road intersection afterward. Completion is anticipated by November.
Phase A of the I-71/36/37 interchange project is progressing well, with Miller Brothers performing the work.
The board agreed to cancel its August and September meetings due to a lack of anticipated action items. The next meeting is scheduled for Oct. 7.
Board member Pat Blaney arrived during the meeting after the votes were cast.
