DELAWARE, Ohio — The Delaware County Land Reutilization Corporation, known as the Land Bank, unanimously approved a draft cyber security policy during a special meeting June 29, 2026, bringing the entity into compliance with a state mandate.

The board, with three members present constituting a quorum, convened briefly to address the single agenda item. Director of Finance Justin Avi presented the policy, explaining that House Bill 96, enacted last year, requires certain governmental entities in Ohio to adopt a cyber security policy by July 1, 2026.

Avi told board members the draft policy is similar to one already adopted by the Delaware County Finance Authority. He apologized for the short notice of the special meeting but said the action was necessary to meet the compliance deadline.

Board members expressed appreciation for the straightforward nature of the document. One member noted the Land Bank has limited online activity, making the policy primarily a compliance measure rather than a significant operational change.

“It’s pretty straightforward, pretty comprehensive,” the member said. “We don’t have a whole lot of online activity, so it’s hopefully not a big policy that we’ll need, but again, we’re required to have it. It’s good that we do.”

Avi confirmed he drafted the policy independently. A motion to approve was made and seconded, and the board approved the policy by voice vote with no opposition or further discussion.

The meeting adjourned immediately after the vote, as the special meeting format prohibited additional business.

The Delaware County Land Reutilization Corporation, commonly known as the Land Bank, focuses on returning vacant, abandoned and tax-foreclosed properties to productive use.
