DELAWARE, Ohio — The Delaware County Transportation Improvement District board reappointed its current officers for the coming year and approved a resolution to move forward with nearly $1 million in road improvements during its May 13 meeting.
Board members unanimously reappointed Chris Bowser as chairperson, Tracy Davies as vice chairperson and Saki as secretary-treasurer for the term running May 13, 2026, through May 12, 2027. The board also approved minutes from its March 11 meeting.
The TID’s cash balance stands at $5,833,834.44, according to the secretary-treasurer’s report. Auditors are completing their review, with a final report expected at the next meeting.
Staff engineer Rob Riley provided updates on several active projects. Construction continues on two roundabouts at County Line Road in the Silken Heartland area, with completion expected by July or September 2026. The I-71 interchange at exits 36-37 remains on schedule for a third-quarter 2027 completion. Right-of-way acquisition for the Orange Road railroad grade separation is slated for later this year, with construction planned for 2028.
The board approved a resolution authorizing the county engineer to advertise for bids on Stockwell Road improvements. The project, estimated at about $950,000, will be managed by the county engineer’s office with the TID board handling payments. Bids are expected in June, with a contract award anticipated at the July 8 meeting.
A new state requirement drew discussion but no immediate action. Chris Betts from the Prosecutor’s Office presented House Bill 96, which mandates all political subdivisions adopt a cybersecurity policy by July 1. The board discussed adopting the county’s existing policy and plans to review it before the July meeting.
“I think having it in place as soon as possible, either before or shortly after July 1, will satisfy the auditors,” Betts said.
A debate emerged over the TID’s potential role in acquiring right-of-way for widening Buddy Station Road near Olentangy Local Schools. Some board members expressed caution about the TID taking property, preferring more details and neighbor input before deciding.
The board also welcomed three returning summer interns: Will Music, Nate Hickman and Cadence Ford, all studying engineering or environmental science at Ohio University or the University of Pittsburgh.
The next regular meeting is scheduled for July 8.
